Accounts require credit cards. What is intended that one does with an ipad for a child?

Sorry, guys. The apple way is mindlessly coimplicated to me, I admit.
The ipad is required by school.
The child is 10.
She can't have an account, according to the rules.
She can't even download the free apps without an ID. <--- (HINT: This one is nuts,)
She can't have a credit card, the bank says "no".
Cunning plan: remove the credit card & leave her to free apps. The account won't let me remove the credit card.
OK, there are millions out there like this. I could not find any mention of the normal answer.
Anyone care to enlighten me?

Where do you live?
If you have already created an Apple ID for your child and associated a credit card with the ID, by all means remove the credit card if that option is available for you. That would be by far the easiest thing to do and it would solve the whole issue for you.
You don't want to create a new ID if you don't have to - if you have already made purchase with the ID - those purchase will not transfer over to the new ID. If you downloaded free apps for the child, then creating a new ID would not necessarily be a bad thing because you can download the free apps again. Where it might get a little sticky is if your child has already created data of any kind in those apps, she would have to start all over again.
Do you have the option of removing the credit card in the settings? Have you seen this?

If you don't want to give credit card details then you will need to follow the instructions on this page when creating an account : http://support.apple.com/kb/HT2534 - if you don't use those instructions then you will need to give card details before you will be able to use the account to download anything from the stores
e.g. log out of your existing account if currently logged into it, then find a free app in the store, click on its free 'price', and create the account as part of the 'buying' process

You'll need to open an account in the iTunes Store via the instructions in the article from which you came, getting a free iOS app. You then should be able to get free apps from the Mac App Store. Note that the instructions apply only when creating a new Apple ID. You cannot use an existing ID without providing a payment method.

Unless you use the steps on this page when creating a new account : http://support.apple.com/kb/HT2534
then you will need to enter credit card details before the account can be used to download any item from the store.
If you don't have a credit card then you will need to create a new account, and follow those instructions. If you want to use the same email address then you will need to remove it from that account first e.g.by logging into it via the Store > View Account menu option on your computer's iTunes or via http://appleid.apple.com - you should then be able to use it on a new account.

So sorry to hear of your problem but if you want to purchase something from the App Store or iTunes you need either a credit card or appropriate gift cards.

You must be accessing the iTunes Store in the U.S. You can't buy an iTunes card in your country (i need to know this), so try making a new account with the payment option as a Visa Credit Card. Have you bought that Pre-paid Visa credit card yet and loaded money on it? If you haven't, you will probably have to.

A gift certificate or other gift would be the only other way. Apple is required by the content owners to verify user residency in the country of the Store, so a credit card or prepaid item of some time purchased in the appropriate country is required.
BTW, Paypal isn't even an option outside of the US at this time.

Yes you can redeem the card if it is a U.S. gift card, you have a U.S. based iTunes account and if you are using the U.S. stores on the iPad.
On the iPad - Swipe to the bottom of the screen in the App Store or in iTunes and tap on Redeem. If you are using iTunes on your computer, you should see Redeem under Quick Links (i think that is where you will see it) after you sign into the store.
