jpg does not support Layers.
Just to make sure, what exactly do you mean by "stacking photos" and what do you want to achieve thereby?

It should install and it should run but, because of the age discrepancy, CS is not officially supported by Adobe on Vista.

I can not help. If you updated to a newer version and do not have a backup of your older version. I do no think you can recover in that case you need to fine someone with the old version to get a copy.
If you sync you tablet with your pc with iTunes the first thing iTune seems to do when you sync updates any application updated its old version is first trashed. Therefore its in your trash bin and you can recover the old version from the trash by renaming the newer version and restoring the older version from the trash. Now the old version will be in you PC iTunes. You can then delete the applet from your tablet then install the old version from your pc iTunes. On a Windows 7 PC apps are stored in "C:\Users\your User Id\Music\iTunes\iTunes Media\Mobile Applications" I do not know where the are stored on a mac.

I don't know about kpt 6 or 7, but kpt 5 and the newest kpt collection seem to work in pse 9 on a windows 8.1 x64 install.

So i try to open photoshop and this window comes up saying that i have to activate adobe photoshop cs5.1 subscription edition but then it keeps say to "please connect to the internet, then press continue" even though my internet is working PERFECTLY, i click continue and then a few mintues later it says the same thing all over again?? help!

d1235234 can you please confirm that you are still installing Photoshop CS5? All point product subscriptions were converted over a year ago to Creative Cloud point product memberships. You should be able to utilize the directions listed at Install and update apps - https://helpx.adobe.com/creative-cloud/help/install-apps.html if this is the case.

I have been using Photoshop ever since version 7 (having switched over from Corel's software, used previously for about 10 years) and had success with it.
I upgraded to ADOBE CREATIVE SUITE when it became available through the Adobe upgrade option and used that with equal pleasure.
In 2010 I upgraded to ADOBE PHOTOSHOP CS4, again by means of an upgrade version with no trouble.
I have switched to a newer, faster computer last week, but I have been unable to re-install my Photoshop CS4 on my new computer because I am not able to activate the program.
When I tried to install the program it refused to activate based on the serial number of my Creative Suite, stating that it was not a valid serial number for this product.
I have successfully installed this product in the past, more than once, using that same CS serial number with no problem arising until now.
I am requesting your assistance to get back to being able to use ADOBE PHOTOSHOP CS4, which after all I did purchase in good faith.
I am now retired and living on a fixed income which does not allow me the flexibility to purchase replacement software indiscriminately and I really need your help to solve this problem.
Please advise me of a solution or a workaround so that I can still use my software.

it's not clear in your post, but it appears you may own a stand-alone ps version (cs4) and some creative suite version.
if your ps cs4 is part of a suite, you need to use the suite installation files and suite serial number. if your ps cs4 is a stand-alone, you need to use the stand-alone ps cs4 installation files and stand-alone serial number.
