Activating Photoshop Elements 10 preloaded on a HP computer?

I recently purchased a HP computer with Adobe Photoshop Elements 10 preloaded.  When I attempt to start the editor, I get an error message:  213:19.  I followed the instructions that pop up with the error message (restart my computer), but that did nothing.  Please advise.
BTW, the organizer starts; it is just the photo editor that gives this error message.

    Unfortunately, only adobe can help you with that, as most people here are just posters such as your self and don't work for adobe.

    You are allowed to have two activated installations.  If you happened to have one on this Windows 8 machine before, it is possible that the activation used for it was never deactivated (did you deactivate it before you upgraded Windows?).  Talk to Adobe support thru chat.  They might be able to resolve this with you:

    There's usually a place in that window where you can start a chat session and get it straightened out right then.

    You should probably just download the trial version of pse 12 and see if you can live with it.
    Download a free trial or buy Adobe products | Adobe downloads
    That being said, have you tried to install pse 1 on your computer?
    How much free space is on your hard drive?
    Do you have Internet Explorer 10 or 11?
    Pse 1 can run on windows 7 x64, provided certain conditions are met.

    Hi eddie
      If you saved the image on the old computer as a project or a PSD file it will only open in Elements. The best thing to do is make another copy and then transfer it to the flash drive.
    If you open the saved collage in the PSE5 Editor you can click the top menu Layer à Flatten Image
    Then click File à Save As and choose jpeg.
    Copy the jpeg to the flash drive and then plug it into the new computer and drag the jpeg collage to Pictures or another folder.

    Make sure your in the Full Edit mode and then you can press Shift+R to cycle through the tools that are in the same slot as the Smudge Tool.
    Or click and hold on the Blur, Sharpen or Smudge icon in the toolbox to see the Smudge Tool
