I am trying to purchase international roaming. The ATT app to pay keeps failing. I know the credit card works. I have seen other posts on this also. I have called ATT and they seem to be useless saying use another credit card. However, its not the card -- its the app. very frustrating. I hope they fix it soon.

This is a fantastic question! You are correct that a gift card branded with a major credit card logo, such as American Express, would be considered a credit card by our system. Sadly, you wouldn't be able to combine a credit card payment with a payment from PayPal as well. I apologize for any disappointment that this news may bring you. With that said, you may combine PayPal or a credit card payment method with Best Buy gift cards or My Best Buy rewards certificates. You cannot.
You cannot use another countrys itunes store.
You must be physically locates inside the borders of a country to use that countrys itunes store and a credit card issued in that country with a valid billing address in that country.
The owners of the distribution rights of movies/music/etc differ by country. These distributors decide who can sell their content in that country.
Buy from another source if your countrys itunes store does not carry somehting that you want.

Is this a pre-paid card thing? Or different billing address than your iTS account?

Why are any purchases I make, being billed to a credit card that is not the credit card I have listed and given the details of, in my billing information section?

All my purchases on itune are billed to a credit card that is not the credit card that is detailed on my billing profile? How is this possible? It is a bad situation. Your credit card expired but you cannot change it because FormsCentral is retiring.

Have you added or changed your credit card details on your iTunes account ? If you have then each time that you do so a small temporary store holding charge may be applied to check that the card details are correct and valid and that it's registered to exactly the same name and address as on your iTunes account - it should disappear off your account within a few days or so.

In addition to Roger's post, you will need a credit or debit card at a future date if you want to buy from Istore.
You can use itunes gift cards that have been purchased from external sources. Card needed if to want to buy gift card from Istore.

Please don't tell me to retry, or re check my information because it is all correct, it basically says u cannot use thi account due to it being connected to another device... which is my old fault iphone, at the apple store.

I have never before heard of cards being locked to a single device... but your case has shown me that it happens.
If I am getting it right you try to log in to your account and it asks for billing information, and when you enter your card details it tells you that the card cannot be used. If that is the case then I'm sorry to say that my only suggestion would be to contact iTunes support directly; the contact form can be found in here: Apple - Support - iTunes Store - Contact Us

I had the same problem. Go back into Verizon Tunes. At the bottom of the screen you should see 3 dots. Touch them and that will bring up additional choices, one being Downloads. In the Downloads choice is 2 bars. One bar is Pending Downloads (aka Music Inbox) the other bar shows your download history.
