ADF Faces: selectBooleanCheckbox

Question

After adding a valueChangeListener to this component in the page backing bean, I noticed that upon checking the box, an event is generated, but not on unchecking the box. Is this by design? If so, how do I detect an uncheck action?

I am not using ADF BC.
My usecase - inputtext value is required if checkbox is checked. If data exists in database checkbox is checked and Name is displayed on load of the page else user can check checkbox and enter a name.
