Adobe premiere elements 13 recognize mp4 formats?

Does premiere elements 13 recognize mp4 formats? it wasn't listed but it says on the box "and many more".  Thank you for your help.

Do you have the latest version of QuickTime installed on your computer with Premiere Elements 13? And, what computer operating system is your Premiere Elements 13 running on?
Do you actually have Premiere Elements 13 installed on your computer at the present time and are having a problem importing a file with a .mp4 file extension?
If so, is the problem importing the .mp4 into the Premiere Elements 13 Editor or into the Elements Organizer 13 that comes with Premiere Elements 13 Editor?
With this type of question, it is important to know the properties of the file involved....video and audio compression, frame size, frame rate, interlaced or progressive, as well as the file extension  (.mp4 in this case). A quick way at getting at this information is by knowing and posting the brand/model/settings for the camera that recorded the video. If that plan works, then no properties read out programs to download and install.
We will be watching for further details.
Thank you.

  • Importing mp4 files into Adobe Premiere Elements 4

    Hi
I'm using Adobe Premiere Elements 4 here and am having problems when importing mp4 files. They jump and skip, Flicker Green every now and then and generally just flip out on me.
Does anyone know what's the problem here and whether there's any specific settings i need to tweak within APE to get it to work properly?
    TIA

Ok thanks for the info guys
My original recommendation was to convert these but as mentioned wasn't the most popular option.
I've found some other threads on here in regards to a similar problem with Samsung cameras and APE 4. These also mention that the files need to be converted to a friendlier format before importing.
    Thanks again

  • Hi, I have problem with importing MOV files from SJCAM 4000. MOV files are in supported formats for Adobe Premiere Elements 11. But if I'm importing MOV file, only audio part is imported, video part is not imported. How can I solve this problem?

Hi, I have problem with importing MOV files from SJCAM 4000. MOV files are in supported formats for Adobe Premiere Elements 11. But if I'm importing MOV file, only audio part is imported, video part is not imported. How can I solve this problem?

    haben
From looking at the specifications of your camera (SJCam 4000), we know already what video compression your camera is using. It is H.264.
A H.264.mov file should be supported by Premiere Elements 11. On what computer operating system is your Premiere Elements 11 running?
Do you have the latest version of QuickTime installed on your computer? And, are you running QuickTime and Premiere Elements 11 from a
User Account with administrative privileges? Please go to Premiere Elements 11 Publish+Share/Computer/QuickTime to confirm that you find
presets there for the QuickTime choice there.
What are the properties of these H.264.mov files - is it 1080p30 (1920 x 1080p30)  or something else? Do you know if this camera is recording with a variable or
    a constant frame rate?
Please review and consider and then we will decide what next.
    Thank you.

Has you contacted the seller through its Customer Service?
If that is the case and Customer Service has no idea of what you were given as a Product Key and how to use it, have you considered asking
your question in the seller's forum (PC software section)?
But, I have another idea for you to try first....are you involved in a student teacher purchase with prepaid card? If so, please click on the following link
    http://helpx.adobe.com/x-productkb/global/find-serial-number-student-teacher.html#card-sub mit-product-code
and go to the section on "I received a prepaid card, and I need help". In that section go to "2" which is for
"Submitting my product code and proof of eligibility to Adobe". You will notice there is a link to click on that
is related to country. Make the appropriate choice and see if that solves the problem. You should see
Visit the page listed on the back of your prepaid card to submit your code and proof.

  • MP4 in Adobe Premiere Element

When I import a mp4 file in adobe Premier element, the sound disappears.
The file has been converted from VRO to MP4 with VLC.

    Hi, A.T.Romano,
I tried changing the extension name from .ROV to .mpg and it works. It’s marvelous. Thank you very much for your expertise…
The videos relates to 30 years of my children. Now I’m in a position to make a film with APE.
    Thank you again.

    Thanks for the update.
If you are dealing with files with a ROV file extension instead of the VRO file extension, then I need to reconsider my reply which was specific
    for VRO.
I am heading online to see what I can find out about ROV and the Sony DVD Player/Video Cassette Recorder SLV-D 990P.
    To be continued...

On what computer operating system is your Premiere Elements 13 running? Have you updated 13 to 13.1 yet using an opened project's Help Menu/Updates?
    If not, please do so.
You have not given us enough information with which to help you.
What are the properties of your source file that is presenting in the project with audio but no video?
Quickest way to gain that information is from brand/model/settings of the camera that recorded the video.
    I am looking for
    video compression
    audio compression
    frame size
    frame rate
    interlaced or progressive
    file extension

What does the file's thumbnail look like in Project Assets after it is imported....thumbnail with no image (gray), thumbnail with only an audio icon
within it, or other? On the Timeline, what do you see represented in Video 1....nothing as opposed to Audio 1 where you see the audio portion of
    the file?
Do you have the latest version of QuickTime installed on your computer along with Premiere Elements 13/13.1? Are you running the programs as

  • Does adobe premiere element 6.5 come in different formats.

Now that I have a dual platform Mac, I'd like to upgrade my adobe premiere element 4 to adobe premiere element 6.5 as it appears to be Mac compatible. Are there 2 or more kinds of adobe premiere element 6.5  as some vendors feature the product at $649 and others at $69. I could use some help in understanding this contrast in cost.

There is often confusion about versions of Premiere. Much of this is due to Adobe's naming conventions of the programs, and some overlap in the numbers of the versions.
Basicall, the Premiere Lineup goes like this:
Pr 1.0 - PC & Mac (some dot versions in the first 6 versions, also)
    Pr 2.0 - PC & Mac
    Pr 3.0 - PC & Mac
    Pr 4.0 - PC & Mac
    Pr 5.0 - PC & Mac
    Pr 6.0 - PC & Mac
    Pr 6.5 - PC & Mac (last to be dual-platform, until CS3)
PrPro 1.0 (also called Pr 7.0 in some OEM applications) PC only. Note that the name Pro came into being.
PrPro 2.0 (referred to as CS2 and bundled in suites, such as Production Studio w/ Encore, Illustrator, PS and After Effeces) PC only). Last of the     Premiere (non-Elements line) to Burn DVD's without the use of Encore)
PrPro 3.0 (more commonly called CS3 and featured several different bundles) PC and back on the Mac) Encore no longer a stand-alone and bundled with PrPro 3.0/CS3)
PrPro 4.0 (more commonly called CS4 and featured several different bundles) PC and Mac. Now in CS4.1 version) Bundled with Encore.
    PrElements 1.0 PC only
    PrE 2.0 PC only
PrE 3.0 PC only (note big update with 3.0.2 for Vista)
    PrE 4.0 PC only
PrE 7.0 PC only (Note the jump in version numbers. This was to bring PrE into line with PSE, which was often bundled with it)
That is pretty much the history of the two programs. They share a lot of features, and parts of the Sonic Authorcore. As Steve points out, PrE was never ported for the Mac. From Pr 1.0 through Pr 6.5 the bigger program was dual-platform, until PrPro 1.0 thru PrPro 2.0, which were PC-only.
    Hope that this helps,
    Hunt

  • Can't see MTS files using mac os 10.9.5 and adobe premiere elements 12

I am using a MacBook Pro and OS is 10.9.5. Adobe premiere elements 12 does not recognize MTS files from my SD card. The OS does not see MTS files from the card as well...but...I have an MTS file on my desktop from before I upgraded from 10.6.8 that can be seen by both Adobe and the new OS.
    HELP

    annejennifer
What are you using as your Add Media/ for the import of your .mts on the SD?
Not sure if the following is a viable question, but....
What happens if you transfer the .mts on the SD card to your computer desktop and then try to
import the .mts into Premiere Elements 12 with its Add Media/Files and Folder/Project Assets?
But on reflection, if your OS and Premiere Elements are both not seeing the file, this does not
present as a Premiere Elements issue, rather an issue between the .mts format and your Mac computer.
If that is a valid observation, have you gotten any input on this from Apple?
Have you looked into converting these .mts files into H.264.mov or .mp4 before use?
    ATR
Add On....could you give us more information about the .mts file that you said that you have on your new
computer desktop and is being recognized by the OS and Premiere Elements 12?

  • Adobe Premiere Elements 0.9 project crash, HELP!

This is the first time I am using these forums, so I hope I posted this in the right sektions.
I need help and solutions for a Project which constantly crashes on my Adobe Premiere Elements 0.9. This program has been awesome and helped me create some projects and videos successfully, up until.... well for about 3 days ago when my latest project crashed when I had just antered and checking the storyboard etc, triggering a "Serious Error" message and then it shuts down. I try again and again, but everytime I try to put something (any sound or video etc) on the storyboard and start working etc the same damn "Serious Error" message and then allways shuts down. It's allways this same and only project (which has worked fine before) that crashes like this...
In an attempt to first solve the problem myself I went through the Premiere Elements 9 files and deleted finnished projects and automatic saved process on projects etc, but still won't work even better... The funny thing is that when I open another project (a finnished project I left saved just in case) and go through the storyboard there and messes around a little and such, it won't crash nor trigger the same message as my latest project. And that program even has some effects on every footageclip on it too, but still it works fine. Haven't touched the program or the program until and since yesterday night to give it some rest but it still won't work, the project just keeps crashing like when and since it first started a few days ago.
I have also read through and tried some things from this Help/Troubleshoot page:
    http://helpx.adobe.com/premiere-elements/kb/troubleshoot-damaged-projects-premiere-element s.html
I have so far been doing 1 and 2 of the "Beginning Troubleshooting", otherwise I have been reading it all and such. I am also kinda afraid to do the 3 of the first quests because I worked so hard on this project and even tough it just keeps crushing, I'm afraid to lose it. Other, I have deleted audios and such from my filegallery on my Adobe Premiere Eements, stuff I don't need anymore because its projects are already done. After I did that I also tried to create a new project just for testing. The amazing this about this is that this the new created project I created works just fine, I could do all kinds of the stuff, effects and advanced editing which I did on the same project before it started crushing. Tough I didn't save that test-project since I didn't find a reason to since it worked so good. And so the thing is that I can start and create a new project and start working and do usual stuff on it with no problem, same when I open up another project and do stuff, it all works just fine! It is just this one and only project that keeps crushing with this "Serious Error" message, all the time... Does anybody else have, or has had the same problem? What could the problem and error be and how to fix it?
This crushing project do has some effects on every footageclip/videoclip on it, to set the right mood for the musicvideo I'm making. I am making a musicvideo, and I haven't even done the half of the project/video. The song I am making this musicvideo with is about 00:07:32 in length, and (tough this detail may have no influence or meaning) the music is Symphonic Metal. The actual file of the song is 6,96 MB in size. This is also not the first time I've done such projects with such long songs on this same program either, one of my last videos I managed to successfully make and create a musicvideo with a song which was about 13 minutes and 30 seconds in length, and I also used effects on pretty much every videoclip on that project too.
The current filesize so far on the actual project.prel-file of my project that keeps crushing is 9.73 MB.
I am also using Adobe Premiere Elements and doing this troubleing, crashing project on a PC, a Fujitsu Windows (I believe Windows 7, or even updated to a newer version?). It has a regular ATI-card. The computer also has 2 modems and there's still some pretty GB amount free on them. The PC's main system also has a RAM in 6.00 GB and the operative system is the 64-bites.
In short, the PC should just fine be able to handle Adobe Premiere Elements 0.9 and all its projects, just as it has handled it all before plus all my PC games at that. So it must be something with my Adobe Premiere Elements and that specific project which is the problem, but what is the problem and the serious error and how to fix it?
Could it help to save and create the actual video in this crashing project, delete that project then start a new project, upload and put in the videofile of the crashing project in that new project and then continue from there?
In either cases, I need help with this. Please, help!

Thanks so much for your reply, Steve!
Even tough I trust you guys enough here on the official Adobe site/forums to answer those questions as best I can, I am at the same time not very fond of giving away too much information because of safety. I understand I have to If I'm to recieve the accurate answers and solution, but as this is the internet you can never know. But again, I trust you guys enough on here and thus I'll try to answer those questions as best I can, even tough I am not very good with such stuff about computers. The PC I am using is also not only mine, it is the family computer also which me and my whole family uses.
The operating system on my computer (according to the computer propotions etc) is a 64-bites operating system and the computer/PC is also a Windows 7 Home Premium.
The processor the computer/PC have is a Intel(R) Core(TM) i5 CPU and the RAM is 6.00 GB. However, (and I hope I make this understandable because the computer/PC is in swedish)the subscore of RAM in the computer's Performance-Classification/Ranking is 7,5. The processor subscore is 7,3 per second. And the free space? Well, we have two modems, let's say a modem A and a modem B. Adobe Premiere Elements 0.9 is set to save all its stuff etc on modem B, while modem A is the main modem and spaces all main stuff and other things of the computer/PC. Modem A has about 314 GB of free space, while modem B has 207 GB of free space. Modem A's capacity is a total of 489 GB in which 175 GB has been used, the modems filesystem is a NTFS. Modem B is also a NTFS filesystem and its capacity is a total of 439 GB in which 232 GB has been used. And the Disk Cleanup? I believe my that latest ran it for about a few weeks ago. We also have a CCleaner also. But about the Disk Defragmenter, I have no idea. What exactly does a Disk Defragmenter do?
You mean, entering my project that keeps crushing and simply rename it by using "Save As"? If that is what you mean, I dunnow If that actually worked. When I still tried to do stuff and edit the crashing project (tough as said, it hardly took any changes and process before it triggered that message) and then crashed and shut down, and I opened up the program again (trying to open the same project that way), it asked me If I wanted to re-create the missing process from the last crash of the same project. I tried it and it automaticly was renamed to a for example Project.copy. But when I tried to work with that it was to no futher success, the project kept crashing. I haven't renamed the project by "Save As" tough, but I doubt it'll work, I even tried to rename the actual project file in the Adobe Premiere Elements files but nope... the project keeps crashing. But also about the same question, "Save As" under a new name but in its own folder? You mean the actual project folder or Adobe Premiere Elements preview folder of the projects?
My camcorder is pretty old by now, have had it since I turned 15, it has worked pretty good since then. Its model is a Sony Handycam, Carl Zeiss Vario-Tessar OPTICAL 20x. Even tough the last thing maybe doesn't say anything, this is all I know about my camcorder, except that it is a model no. DCR-HC17E PAL. But in that Project  which keeps crashing, there are only a few actual camcorder clips used as I am making a Game-MusicVideo and most of the footage of the Video-game (actually a PC game) I'm making a musicvideo of is downloaded from Youtube mostly from a guy I asked permission for to download his recorded footage of the game. I used a Youtube downloader called ClipConverter. As I don't have a SD card I cannot make this footage myself. But some footage I recorded on my camcorder, but If I can find high quality clips and get them, I will. The other footages is actual official trailers of the PC games which also was downloaded from the net. But I can give you the stuffs filetypes and hoping that may help. The downloaded footage which was downloaded by this ClipConverter, are MP4 files. The other stuff (which were official trailers) and most of them are also MP4 files, the others are QuickTime-film files. Many of these downloaded footages and trailers are also in HD quality, at least some of them I think.
The actual filetype ofthe footage I myself recorded with my camcorder are, well.... it says Videoclip in the file. Maybe it is AVI?
The project settings? You mean the settings you set at first when starting as a new project? The general settings are, in editingsettings it is AVCHD 270p square pixel. This is kinda hard for me to tell since everything is in swedish in my program. But these settings has worked perfectly before, same with all files, footages and videoclips I have been using, also all the soundfiles etc. Even the actual crashing project worked perfectly before it started crashing... So why does it so suddenly start crashing now?
The audio is a song I copied directly from its album and CD into the computer/PC and it seems to be in WMA format in filetype.
And lastly, no I haven't rendered the timeline of the project ever, not even on my other projects. What does the rendering do and is useful for? I have very little knowledge of it. Other, I keep the Timeline mode open all the time because I can edit my videos much better with it, but perhaps that editing method make little influence of the actual problem.
Other, yesterday when writing the post and topic, I forgot to mention that I restarded my computer right after I created a new project, that testing project. When finnished with the testing I restarted the computer. Since then I haven't touched the crashing project since now tonight, when checking its settings for this post. I am also right now trying to create and save the actual videofile of it, saving it on my computer. I'll soon see If it's successful without any crashing interruptions, plus that the video itself works and is smooth when I'll play it on Windows Media Player like all the rest of my other videos. I do this just in case I must create a new project to be able to continue with my musicvideo, as the first part of it I worked very hard on.
Other and again, I am still puzzled about why this is even happening, that this project which worked perfectly fine before, just suddenly starts triggering that "Serious Error" message and crashes. And in this program which worked so perfect before. Has this happened to anyone else before? Has anyone else experienced the same issue I have? Is this a knowledgable issue which has solutions and ways to fix it?... :/

  • Editing iMovie files with Adobe Premiere Elements for Windows

    Hi,
My 12 year old asked for Final Cut Pro for Christmas to edit movies he takes on his iPod touch and iPad. However, he has a Windows-based desktop. As I understand it, Final Cut Pro is not a Windows-based program. I thought we could get him Adobe Premiere Elements for Windows, but will he be able to manipulate his iMovie files easily? I have no idea what format the iMovie files are. Will he be able to download them to his Windows desktop, edit his movie, and then upload back to his Apple devices? Thanks!

    clue
Bottom line: Making distinction between video editor project files and formats of exports.
    Details...
The iPod touch and iPad typically offer video files H.264.mov or H.264.mp4 formats. This is not a Mac versus Windows matter because we are talking exports (.mov and .mp4) not project files from a video editing project.
He should be able to take his iPod or iPad device videos and edit them in Premiere Elements. And, then he should be able to return them to his device(s).
But, many of these devices record video with a variable frame rate (depending on the lighting conditions to a great extent). Premiere Elements (any version) can have problems with such video to the extend (a) out of sync audio (b) cannot import file at all. I have a iPod Touch 4th Generation and have no Premiere Elements importing/editing/exporting problems with my 1280 x 720 @ 30 progressive frames per second (H.264.mov) video from that iPod.
Below is an excerpt of Premiere Elements 13 exports that might be of interest...

The ideal way would be to look at the tryout of Premiere Elements 13 before purchase. If not possible, then, if purchased from Adobe direct, there
should be an opportunity for money back within 30 days of purchased. If purchased from an authorized reseller, then the refund/return would be according to the policy of the retailer.
Please let us know if you are OK with the above information. If you need more information, please do not hesitate to ask. If clarification on anything that I have written is needed, please let me know.

  • "Adobe Premiere Elements 13 has stopped working"

I got a copy of Premiere Elements 13 on "Black Friday" (one month ago).  I am using stabilization and sometimes get "Adobe Premiere Elements 13 has stopped working".  I have been guessing at the problem and run several experiments - one being; stabilize a clip in it's own project and create an MP4 to use in the final project.  The latest clip seems to render fine, but crashes on playback (sometimes this happened on version 12 but not so consistently and often.  I'm running 64 bit Windows 7 Home Premium, with 6GB RAM, 3.30GHz, Intel Core i3 - 4 core processor.  I use two monitors with the built-in video hardware.  Rendering max's out all four cores while stabilization taxes the RAM.  Where can I look to find out more details about this problem (only guessing with anything less)?  Thanks for the help.

Thanks for the reply with further details and results.
The generalization is that you (manually) or the project (automatically) sets the project preset to match the properties of the source media.
But, if you have more than one format to import, you can still import that "atypical" format into the project (a project cannot have more than one project preset). But, the Shake Stabilizer will not stabilize it since it's properties do not match the description of the project preset. You can easily understand this by looking at the description of the project preset that has been set for the project and comparing it with specification of your video source. But, I have not yet found that such a situation creates a project/program "stopped working" as in shutting down the project/program.
I suspect a major factor when you run into a Shake Stabilized induced project/program shutdown is computer resource demands of the feature for the video which is requiring the stabilization. And, I have found that the stabilization times can be long.
Consequently, if the Shake Stabilizer does not cause the project/program to shutdown when asked to stabilize a video clip (without other effects). I am very guarded in the outcome, especially stabilization times, when the Shake Stabilizer is asked to stabilize a video clip to which other effects have already been applied.
We will looking forward to your results.
    Thank you.

  • 1920x1080 Fiasco in Adobe Premiere Elements 9

Hi all, I have been scouring the forums for an answer and so far, no luck. My problem is this. I have a Full HD camera and here are the properties for the video I am trying to render:
    Video
    Length 13:27
    Frame Width 1920
    Frame Height 1080
    Data Rate 17003kbps
    Total Bitrate 17132kbps
    Frame Rate 59/second
    Audio
    Bit Rate 128kbps
    Channels 20 Stereo
    Audio Sample Rate 48khz
I have completed the video file editing in Adobe Premiere Elements 9 and I'm hung up on Rendering. I have tried rendering 5 different ways with awful results. The video is for upload to the web, Youtube actually, and I have rendered every way I can think of but the video quality on playback has horizontal bars that have delays. I have a 64 bit computer and every type of media viewer imaginable so I know it's not just a slow computer causing the weird playback. Also if it matters, the raw .mp4 file plays flawlessly through all media players with no issues. It's only after I attempt to replay the saved (and edited version) that I get these weird bars.
I don't want to lose the HD quality but I also can't have a 4.5gig file either, the upload limit is 2 gig.
Is there a way anyone has found to render 1920x1080 with the above settings for ease of upload, without sacrificing the Full HD quality?
MANY MANY thanks, I am about to bang my head through the screen!
    Rachael

    Thank you all,
(Neale)  I updated Quicktime for 64 bit processors and this doesn’t seem to solve the rendering issue.
(VDOSurfer )– Youtube only has a single upload button, they do recommend project settings and they provide a list of settings to use to help with upload quality. Their recommended settings are as follows:
    [Container: .mp4
No Edit Lists (or you may lose AV sync)
    Video Codec: H.264
    Progressive scan (no interlacing)
    High Profile
    2 consecutive B frames
Closed GOP. GOP of half the frame rate.
    CABAC
Variable bitrate. No bitrate limit required, though we offer recommended bit rates below for reference
    Color Space: 4.2.0
Frame rates should match the source material    Content at 1080i 60, should be deinterlaced, going from 60 interlaced fields per second to 30 progressive frames per second before uploading.
    Resolutions
YouTube uses 16:9 aspect ratio players. If you are uploading a non-16:9 file, it will be processed and displayed correctly as well, with pillar boxes or letter boxes provided by the player. If you want to fit the player perfectly, encode at these resolutions: 1080p: 1920x1080]
(Ted) At the very start of this I originally rendered in .WMV (personally I prefer this format) with the highest settings I could access in APE9. I then moved on to attempt to reduce the bitrate to see if that would help somehow. The rendered .wmv video (along 4 other test renders in different formats) were uploaded to Youtube and I started with the lowest available playback preset on each, switching all the way to the highest available preset and all had lag time or bars, be it sawtooth, or blurred horizontal bars. This was after allowing Youtube to fully process the video. The horizontal bars are definitley more apparent when sharp/rapid movements are made. I have also watched the video on the iPad and a second PC and these bars are visible on all. I have several codec players and plugins on the laptop I'm using to run the AEP9 program on, and I have 212 Gig free on my PC with an additional 160 gig portable boost, so I have decent processing speeds. Strangely enough, the editing preview window in AEP9 shows a very clear picture and playback while I edit the file - which is great! It's when I render that the problems begin.
I have explored rendering in several formats, I've pretty well walked down the list of all of the options available (less PAL) I've even tried H.264 project settings, and I’ve also let the program select project settings based on the clip and rendering the finished product to .m2v – I say .M2v because so far this has been the only setting that keeps the video quality intact but it unlinks the video and audio once rendered and creates two separate files - even with the multiplex option selected. The only other semi decent output was .wmv, the sound and picture matched perfectly but had slow horizontal lines with rapid motion. I’ve rendered 1080x720 as general practice to .wmv files with no problems in the past. It is only now, that I have upgraded to a full HD camera that captures videos in 1920x1080/60i (59fps) that I am having so many problems finding a good setting to render in that doesn’t create some sort of playback glitch.
I guess I will keep playing with these settings. I almost wonder if there is a way to render to .mp4 at this point… I’m not even sure what will work anymore, or if an upgrade to a higher version of Adobe Premiere is in order (9 is what I have now). At this point I’d hate to have to downgrade – whether it be reducing the camera's recording size, or even reducing the raw file size to 1080x720, that would sort of defeat the entire purpose of upgrading to a better camera. Even if all of this wasn’t to create a 13 minute Youtube video, I would still like to know I can render SOMETHING at some point for whatever reason. Upgrading to a Full HD Camera with APE9 seems to be tough for this program to render, either that or I am just really dumb and missing something obvious (which is ENTIRELY POSSIBLE). lol!
Alright all, thank you so much for your suggestions. I really do appreciate your time. I will keep trying!
    Thank you

Is the current version of Adobe Premiere Elements 13 certified to run on Windows 8?

    Eduardo Cunha
Thanks for the additional information and background on your Premiere Elements projects.
Here are my suggestions for you to consider when you revisit Premiere Elements 13 on Windows 8 64 bit.
    a. Music. Actually take your iTunes music into iTunes to convert them to .wav version. And, then import the .wav version
    into the Premiere Elements project.
iTunes: How to convert a song to a different file format - Apple Support
    b. If you have a 1440 x 1080 HD anamorphic 16:9 source at 29.97 interlaced frames per second, then you (manually) or the project (automatically) set the project preset to
    NTSC
    AVCHD
    HD1080i30
However, when you go to export the Timeline content, then you select an export choice which uses 1920 x 1080 16:9, not 1440 x 1080 which depends on a 16:9 flag to stretch the 1440 x 1080 to 1920 x 1080 for display after encoding.
    Consider
    Publish+Share
    Computer
    AVCHD
    with preset M2T - H.264 1920 x 1080i30 or MP4 - H.264 1920 x 1080p30.
The missing ingredients in this include frame rate of the original and frame rate for export. Also NTSC or PAL. I have assumed NTSC for now. Curious about the settings used in Premiere Elements 13 tryout on Windows 7 64 bit that you used for comparison to the Windows 8 64 bit results.
    Looking forward to your results.
