Advice for setting up new iPad mini, for our 13 yr old, needed.

We are buying an iPad mini for our daughter's 13th birthday present, and naturally, are full of fear & hesitations for all the obvious security reasons. But, she has ADHD & some learning disabililities, and we know that the iPad Mini with app's could help her overcome several academic & organizational challenges when she enters highschool next year.
She, and we, have some questions though, about the WISEST (ie: most responsible) way to set it up for her use.
Should we set up the iPad mini as completely free from our family mac desktop (which still runs OS X 10.6.8, not Lion)?
Should she get her own Apple ID? This would allow her own Cloud storage, & foster future responsibility, but then would she still be able to access app's stored on our family computer & other iPads.?
Should we start her own iTunes account? So that she can buy her own tunes & app's. But once again, could she manually sync already purchased stuff from our family computer?
Backing up: should she back up her iPad mini with iCloud (her own apple ID) or with iTunes?
If we did set her up with her own Apple ID (that we would know the password to), could we still set parental controls - which she actually wants(!)?
She would like limits on the time she can spend on the internet, AND time limits on playing with certain games - as she fears getting "addicted" to the games.
How would we set time limits on app use?
Thanks very much for your suggestions and advice. If you have any other practical parenting / iPad experience, I welcome your suggestions. We'd rather not learn the hard way..

There would be no issue syncing it with your computer and putting content on it. It can back itself up to iCloud, but another backup of the content on a computer is always a good idea.
If you already have an Apple ID with purchased apps, it would be fine to let her use it. You can use a shared Apple ID (for iTunes, iBooks, App Store), and have a seperate iCloud account (To sync critical info and back-up).
The parental controls in iOS are independent from an Apple ID, you can set-up the restrictions when you get the iPad and adjust them to what you are most comfortable with.

    It is possible there is an app containing a phonetic keyboard in the app store (or not). I haven't had use for one, so have never checked. Using it would require some copy and past on your part. But it might worth a search.
    Oh, just to be clear (should have googled and not trusted my aging memory) you're basically looking for an upside-down "e", right?

    The problem is that your Mac software is quite old.  You must have a version of OS X on your Mac earlier than 10.6.8 (current is 10.8.3), so your particular version of OS X cannot support any later version of iTunes.  (The current iTunes version is 11.0.2).  In particular, your iTunes on your computer cannot deal with your iPad which has software that is much more current than your OS X operating system (and Mac iTunes).

    Beyond that, what you need to do is contact iTunes support, they can tell you exactly what is wrong, none of us here can do that.

Apple doesn't discount the iPad to resellers that much, so it's impossible for anyone to sell at that price unless the iPad is stolen or they have no intention of delivering.     I get that it would be hard to teach your husband. Mine is surrounded by four financial screens all day and can do those computers in his sleep - but doing regular stuff on a computer? (He usually only used it at home to check out golf courses and sports scores.) He only wanted "the cheapest kindle," so he could read at night and when he had to fly, but, in front of him, I suggested we get him an ipad instead and we went through all the reasons. The poor guy sat there clueless which really amused us! He let us make the decision.
    However, I got him started. I actually had him meet me at the Apple store to pick it up so they could set up anything he needed with an Apple guy. That helped. Then my sons helped him. He's pretty good at it now, uses it a lot, and loves it. The Apple guy showed me how to sync his ipad to my imac and I gave him all the music I had in itunes that I had downloaded from our cd's of many years first. That made him really happy! He has lots of music on it and can read the paper at the same time. This from a guy who had no need for an ipad. He now does so much more on it.
    Where in our 50's, so clearly we didn't grow up in the tech world where it all comes so naturally. And the $12. bridge tolls are not worth paying for to get going. (Ours are same and going up soon.)
    I checked lynda.com (great reviews,) but they only have a few ipad lessons, so probably not worth it for you, even just for a month. There are others but I don't think they're worth the price. If your husband checks youtube.com with some questions, he might be amazed at the help he can get.
    If he can use your computer while he works from a tutorial step by step with his ipad mini, he might find it cool enough that learning it will encourage him to do more with it. He does have an e-mail address, doesn't he? (My husband had one on our family computer but never used it - only his office e-mail. So we set one up and he must it because it will be his Apple ID.) 
    I think you made a great decision in buying your husband the ipad mini. And I'm sure he'll enjoy it!

    Adobe stop developement of Adobe Flash Player for all mobile devices almost two years, ago.
    Mobile Flash player doesn't exist for either Apple iDevices on iOS or Android device and their apps.
    So, Apple is NOT going to be able to help you.
    Puffin, SkyFire and Photon all charge a little for their web browsers because they are THE ONLY ONES, that provide any type of limited support for Adobe Flash Player.
    There are no other apps or web browsers that will allow viewing of Adobe Flash Player based content.

    As stated in the message your received (as you mentioned above), you need to use iOS 8 to setup/use Family Sharing. If you are using iOS 7, you cannot setup/use Family Sharing. To setup/use Family Sharing, you must update your devices to iOS 8.

    I just purchased a new iPad mini for my husband. I removed his old one from the section of iTunes that reads manage devices. And even though his new iPad mini is synced and backed up, now the new one does not show under manage devices.

    When trying to set up new iPad mini from iTunes backup, it does not complete and starts back on the Set Up iPad screen.

    Other than the Hotspot feautre, there is no way to connect iPad and iPhone through bluetooth, because there's nothing they can do when connected.
    I am assuming what the person at the Apple Store showed you was the Hotspot feature, in which case you need to Turn on Hotspot,  and then turn on Bluetooth.
