After apply SAP_HR SP 35-48 we have customization in 000 no where else

Question

How do most people handle this customization - Do they run comparisons with scu0 and make the changes then.  Do people somehow through the spau or transport system automatically apply all configuration changes to their environment during the installation?  This is our first year end on SAP and we are having a difficult time wrapping our heads around this.  I would appreciate any input anyone might have.
This all came about when during testing our HR configurator was verifying a view change in V_T509F from snote 1304095 that was suppose to have gone in with SAPKE60041.  We did find the change in client 000 but no where else.  So being the newbies that we are we started doing research to find out what else might be out there in client 000 that needs to be looked at and copied up if needed.  We plan to use the scu0 comparison tool but it seems like this method will be very time intensive.  So we are interested in learning how others are handling this issue.  thanks in advance!!!!

When SAP notes or support packs are applied, by default they are made in client 000. Client independent changes are automatically available in all client,s however, client dependent changes need to be specifically copied over.
In my experience, the whole thing has always been taken care of by Basis people and I believe they follow the following approach.
Import Support Packs into Client 000. Save in Transport request, SCC1 into all applicable clients, Carry Out SPAU/SPDD analysis and fix all identified issues. Then it is released for testing etc.
As a functional consultant, By and large I should be aware of critical changes impacting my implementation before hand, by analysing all the notes contained in the Support Packs of interest, and I will be on the look out for such stuff which has not been copied over from 000. Ideally they will be reveealed in my earliest tests and I will chase up basis for them. Before the plan for HRSP is finalised, there will be an impact analysys duration during which the Basis consultant and the Functional consultant analyse all the target HRSps and arrive at a pretty good idea of what is likely to be impacted.
Copying all the configu changes over is definitely time intensive, you could try a targetted approach by identifying only those chnage that are relevant for you and copying them over from client 000. The time invested in this exercise, is unfortunately unavoidable.
