After i buy something in my online games i cant update my app..it said that my payment before was declined

I have bought something in my online games"clash of clan"and it was success deal..but after that i cant update my others app..it said that my payment method was declined..how to solve this problem?

What are you using as your payment method (credit card, debit card, ...), and have you tried removing your payment details and adding them back ? On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link. If you are doing it on your iPad then tap on your id in Settings > iTunes & App Store and tap on 'View Apple ID' on the popup and log into your account - that should also give you a payments link on your account's page.
If you are using a credit card then you could check with the card issuer to see if it's them that are declining it, and if not then try contacting iTunes Support (these are user-to-user forums) and see if they know why it's being declined : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Account Management

In most cases, you can't use a Debit card anymore. So, either redeem an iTunes gift card or use a credit card.

If you have a credit card on your account then it will need to be valid and accepted by the store, if not then you won't be able to download anything until you have valie payment details.
If it's a credit card (i don't think that debit cards are still accepted) then is it registered to exactly the same name and address (including format and spacing etc) that you have on your iTunes account, it was issued by a bank in your country and you are currently in that country ? I get this sometimes with the card I've been using for years. I'm not sure what happens but usually, all I have to do is go into iTunes and edit my card info. Instead of changing anything, I just save the changes even though I didn't make any and then iTunes will then automatically resubmit the over due charges.
This same thing also happens with SiriusXM account and at least once ir twice a year, I get a past due notice in the mail. Frustrating even though there is nothing wrong with my card.

Did you add or change your credit card details when downloading the app ? If so then you've probably received a temporary store holding charge, which should disappear within a few days : holding charges. Or have you made any in-app purchases within the app (what app is it) ? If you log into your account on your computer's iTunes (Store > View My Account), what shows under your purchase history ?

There are a couple of ways that you can download your apps to iTunes on your computer.
First, you can transfer your purchases to from your iPhone to your computer using the steps in this article:

Thank you for clarify I'm supposed to read the ENTIRE article. I thought I was just supposed to read the title and magically everything will fix itself. If you go beyond the credit from a gift card the balance will be billed to your credit card account.

The card needs to be registered to exactly the same name and address as you have on your iTunes account and be able to be verified as being issued by a bank/financial institution in your country - which prepaid cards tend not to be. Do you have a credt card or are iTunes gift cards available in your country ?
