After installing newest flash player I still get blocked plug ins error message

I have uninstalled flash and reinstalled newest version of flash.  I still get Blocked plug in error

a. If you get a warning of a "blocked" or "outdated" plug-in, then select the Security tab in the Safari preferences window. In the list of plugins on the left, there should be one—and only one—entry for "Adobe Flash Player," showing the same version number that you installed. Select that entry. On the right there will be a list of websites for which you have specifically allowed Flash, if any. It's normal for the list to be empty. Below that is a menu labeled
          When visiting other websites
From that menu, select either Allow or Ask.
b. If you still get the alerts, then go back to the Flash Player preference pane and select the Advanced tab. Click Check Now. Quit and relaunch the browser.
c. If the alerts still persist, triple-click anywhere in the line below on this page to select it:
/System/Library/CoreServices/CoreTypes.bundle/Contents/Resources
Right-click or control-click the highlighted text and select
          Services ▹ Open
from the contextual menu.* A folder should open. Inside it, there should be a file named "XProtect.meta.plist". If that file is missing and you know why it's missing, restore it from a backup or copy it from another Mac running the same version of OS X. Otherwise, reinstall OS X.
*If you don't see the contextual menu item, copy the selected text to the Clipboard by pressing the key combination command-C. In the Finder, select
          Go ▹ Go to Folder...
from the menu bar and paste into the box that opens by pressing command-V. You won't see what you pasted because a line break is included. Press return.

    Can you check to see if you have "enable plug-ins" checked in Safari's preferences dialog, under the security tab? If not, enable it and check.
    It seems to be a browser specific issue. Try a different browser like chrome or firefox, check if it works there.

    Blocked plug-ins.  I've downloaded the latest Adobe Flash player after "Delete all" in the System Preferences\Adobe Flash Player Advanced tab, moved the flash player plug-ins from disabled internet plug-ins to internet plug-ins in the Library folder, allowed all plug-ins in Safari Preferences and in the System preferences.  Is there anything I've missed because non of these solutions that I found in the Support Community have solved the issue.

    There are two versions of Flash Player for Windows:  ActiveX for Internet Explorer and Plug-in for non-IE browsers. It appear you may have installed the one for non-IE browsers.  Please use the links below to download and install:

    After the problem, I have quickly installed the latest graphic driver - but allways the same problem.
    Before I have installed the  flash player - the power settings - windows energy settings was "Turn off the display after ten minutes." It has always worked correctly.
    After I have installed the flash player - the display was gone off - but never go on - I must restart my computer.
    Now I must choose "Do never turn off the display". This problem I have since 2010. Until now I did not know why. Now I have reinstalled my computer and every day another programm installed. To see what it is.

    Step 8
    If you get a "missing plug-in" error, select
              Safari ▹ Preferences... ▹ Security
    from the Safari menu bar and check the box marked  
              Allow (or Enable) plug-ins
    Then click the button marked
              Manage Website Settings...
    if present and make sure that the website is not blocked for Flash.
    Step 9
    Select
              Safari ▹ Preferences... ▹ Extensions
    from the Safari menu bar. If any extensions are installed, disable them.

    You can check here:  http://www.adobe.com/products/flash/about/  to see which version you should install for your Mac and OS. You should first uninstall any previous version of Flash Player, using the uninstaller from here (make sure you use the correct one!):

    and also that you follow the instructions closely, such as closing ALL applications (including Safari) first before installing. You must also carry out a permission repair after installing anything from Adobe.

    When you have installed the latest version of Flash, relaunch Safari and test.

    Remove it from the computer either using the installer, or remove it manually, then reinstall with a fresh download (I suggest removing anything from your downloads folder prior.)
    Click on Go (along the toolbar, with Safari open) > Computer
    Macintosh HD > Library > Internet plug-ins
    Delete anything to do with Flash. XPT, plugins, anything. Reinstall from the fresh download, restart the computer.
    Let me know if that doesn't work.

    Another Vista Victory!!!  Try uninstalling iTunes, then download and install it again.  Make sure Vista is up to date.

    Niel, I clicked on the message and tried to download an updated flash player but it would not let me do it! The same error message - blocked plu-in - came up again when I went to step 3 in the download process. My iMac ia an older model 4,1 with power PC could this be causing the problem?

    Do you have another computer that you could try restoring the iPhone on? It looks like you've tried most of the suggestions in the article linked below, which provides tips for resolving the update and restore alerts that you mentioned.

    Alright guy's It always happens. Over 90% of the time it's just a matter of time before i fix my own problems. I solved my problem and now it works perfectly fine.
    I'm gonna say how i fixed it so who ever finds this page on google can see how i did it. I uninstalled Adobe Flash Player using the uninstaller from adobe http://download.macromedia.com/pub/flashplayer/current/uninstall_flash_player.exe after i did that i went to my system32 folder and delete my adobe folder which still had files left over in it (Deleted the whole macromed folder) C:\WINDOWS\system32\Macromed\Flash
    Note, You need to exit any browser you have up (IE,Firefox,ect) or else you will not be able to delete it and it'll say access denied. After deleting that i installed Adobe Flash Player with a .exe i downloaded from Adobe and it worked perfect! No more annoying message
    Side note, I'm use XP so the marcomed folder might possible be somewhere else if you are useing Vista or Windows 7.
