My service provider says everything should be working fine, I still have the 3G symbol and full bars.

Somebody clearly hasn't read the User Guide.
Basic troubleshooting steps are retart, reset, restore from backup, restore as NEW.
If you have tried ALL of these steps and you're still having problems, then you need to bring your phone into Apple for evaluation.

Not sure if you were responding to me or OP - my iPhone is on 5.1. The OP at the time of writing was on 5.0.1.
Also, the OP and I had setup our Hotmail as an Exchange server (similar to IMAP), not POP3.

I assume you already plugged it into iTunes and tried to restore it? When it is in Recovery mode, the only thing you can do is restore it. You want to make sure that you back the iPad up on a regular basis.

When i try to use the phone the screen is not working at all , altough touch id sensor w/ home button work , and power buttton works. If you are having a reproduceable issue with your iPhone's touchscreen such as you describe - that is it stops functioning only after a particular sequence of steps, you may want to try some things to troubleshoot.
First I would suggest updating your iPhone's operating system to version 8.1. For directions see this article -

I had major issues with the iPhone 4s battery, however it’s resolved.
The tech who set the phone up at the Apple store did so with little training.
if you have a mobile me account. First go and move all your data to the cloud by going on your computer and logging in at me.com/move. The cloud has replaced mobile me, so there is no need for those two accounts
Also make sure that for any of your email accounts you set them up to fetch, not push. My tech person set them all to have the email servers push data to the phone. The new iphone4s antenna is extremely strong so it will continually try to access stuff that is pushed–***** a lot of battery life doing this. It makes it worse if you have exchange 2010 accounts. Something about changes made to exchange really suck battery life from devices that access such accounts.

The only tracking feature Apple offers is the one tied to your iCloud account (https://www.apple.com/icloud/features/find-my-iphone.html). If you did not have an iCloud account set up on the iPad, or did not have the "find my iPad" setting enabled under that account's settings, then you cannot track it remotely.
There is nothing you can do but hope the police do something, or you find it yourself. Apple does not get involved with lost or stolen property.

If you still have the problem after retoring the iPOd to factory defaults/new iPod then The iPod is likely defective and replacement is required. You can make an appoinment at the Genius Bar of an APple store or take it back to BestBuy if within warranty
