This seems to be most common with lower resolution pictures. You can go into settings > general > accessibility and turn reduce motion motion off and then try to rescale. Or user a higher resolution picture, which works better with the new OS.

That one's consistent with disk/file damage. The first thing I'd try with that is running a disk check (chkdsk) over your C drive.

Select both Automatically fix file system errors and Scan for and attempt recovery of bad sectors, or use chkdsk /r (depending on which way you decide to go about doing this). You'll almost certainly have to schedule the chkdsk to run on startup. The scan should take quite a while ... if it quits after a few minutes or seconds, something's interfering with the scan.
Does the chkdsk find/repair any damage? If so, can you get an install to go through properly afterwards?

Has anyone else experienced problems logging onto internet after ios7 update? I have to go through all these resets of iPad and the modem until the iPad recognizes the home internet. It is highly frustrating.

Experiencing difficulty logging into the home internet after iOS 7 update. It will no
to recognize the wifi. I have to reset the iPad network settings in airplane mode and the modem each time I need to use the internet. If I'm lucky the iPad will then accept the wifi code and join the network. so frustrating!

I've never seen this issue, and I handle many iPads, of all versions. WiFi issues are generally local to the WiFi router - they are not all of the same quality, range, immunity to interference, etc. You have distance, building construction, and the biggie - interference.
At home, I use Apple routers, and have no issues with any of my WiFi enabled devices, computers, mobile devices, etc - even the lowly PeeCees. I have locations where I have Juniper Networks, as well as Aruba, and a few Netgears - all of them work as they should.
The cheaper routers, Linksys, D-Link, Seimens home units, and many other no name devices have caused issues of various kinds, and even connectivity.
I have no idea what Starbucks uses, but I always have a good connection, and I go there nearly every morning and get some work done, as well as play.
You could try changing channels, 2.4 to 5 Gigs, changing locations of the router. I have had to do all of these at one time or another over the many years that I have been a Network Engineer.

Yes, Apple has caused people to go through massive panic, anxiety and wasted time by not coming out and telling us about this problem. They must know about it. How can we tell them? Now I understand why it took me 50 tries to upgrade to OS5. We all got the same crazy errors that caused us to reinstall iTunes, turn off our firewalls, buy new USB cables and basically waste tons of time and energy, when the solution was very simple. Plug your device into a USB port on your computer.
After years of using a peripheral USB hub successfully it's no wonder we all started freaking out and thinking it was a major problem. Yes, I'm blowing off some steam, but I've been an Apple fanatic for a long time and I'm not happy about their lack of response to this issue.

IPad 3 bricked after IOS update, will not restore through iTunes

Hi,
I have an iPad 3 wifi/3g model that bricked after an IOS update 7.0.6. The update failed at about 70% (Apple Logo with progress line on screen) and rebooted into recovery mode. I've tried doing a restore through iTunes mulitple times and even looked at jailbreaking it but no luck. It always fails during the update and I have tried muliple computers (Windows and Mac) Different networks (Home/Work) but the issue is still there.
The device won't go into DFU mode and in itunes it shows the serial number as n/a like the iPad has no software on it at all. I've tried everything I can thing of and I've had plenty of experiences recoverying and restoring IOS devices in the past. Tinyumberlla and other utils won't get it out of recovery mode and now iTunes won't even try to load the firmware back on the device, it just fails after extracting software.
I'm thinking its now a hardware issue, does anyone have another solution to try?

FORCE IPAD INTO RECOVERY MODE
1. Turn off iPad
2. Turn on computer and launch iTunes (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port.
DO NOT RELEASE BUTTON until you see picture of iTunes and plug
5. Release Home button.
ON COMPUTER
6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
7. Select "Restore iPad"...
Note:
1. Data will be lost if you do not have backup
2. You must follow step 1 to step 4 VERY CLOSELY.

Only possible if you have made an iTune or iCloud backup before the update.

Since the IOS7 is installed i cant delete apps. 1/I hold the app till it wiggles but the cross does not appear; 2/ i could not delete it through i-tunes; 3/ i tried resetting the ipad-settings/general/reset/all then i get a restrictions password request?

It appears that you have restrictions turned on in settings that prohibit app deletion. Is your iPad a personal possession or does it below to the company you work for?

I sloved this issue by resting my phone from settings>general>reset>reset all settings...the problem will be fixed

I then tried wiping the original software from the computer and re-downloading from scratch. When I did finally manage to get an i-Tunes shortcut on my desktop, the program wouldn’t open saying: “i-Tunes was not installed correctly. Please re-install i-Tunes. I am a beginner. I have an ipad and I need to upgrade to ISO 5 and I have purchased APPS on my iPad. All the warning are scaring me. Right now all of my sync square buttons are not turned on. One of the warnings says I will loose my apps if I don't transfer them. I did that (with another warning). Then it said to back up the iPad, which I did. Heck all I want to do is upgrade my version correctly. It then makes a statement that is something like when you are updating your version, make sure you have all your apps sync set normal, but when I do that it says you will loose all apps, but what the heck is normal (I say at this point). So, since I am so lost and don't know what to do, do I just chuck it up to a learning experience because if I now restore everything after I do the update it seems that it will restore the old ISO...Am I correct. I was just really thrown for a loop with that statement that is highlighted and I am still no where except backed up and apps purchased transfered to itunes. Anybody else in the world ever have this happen to them? I am truly thankful for anyone who might be able to help me. I am thankful in advance if anyone understands this email. To update to iOS 5.1.1, connect the iPad to your computer's iTunes and copy any purchases off the iPad to your computer via File > Transfer Purchases - you may also want to copy photos and any important documents off the iPad as well e.g. via the file sharing section at the bottom of the device's apps tab when connected to iTunes, via wifi, email, dropbox etc - they should be included in the backup, but it's best to have a copy of them outside of the backup just in case. You can then force a backup of the iPad by right-clicking the iPad 'Device' on the left-hand side of iTunes and selecting 'Backup'.
You can then start the update by selecting the iPad on the left-hand side of iTunes, and on the Summary tab on the right-hand side clicking the Check For Updates button.
