After upgrading iTunes, I get the error, missing msvcr80.dll, How do I resolve this issue?

I am using Vista 32 bit on an older dell laptop and have been using iTunes for a long time, downloading songs, syncing with my iPhone, and etc, with no problems.  After upgrading to the newest version of iTunes 11, I received an error message of "missing MSVCR80.dll, please reinstall the software" when trying to start the iTunes application.  I removed the iTunes software and associated apps from my laptop and reinstalled the iTunes software.  While the software was installing it indicated that I did not have permission to install the application.  Although I started the installation with the option of "Run as Admistrator".  Since I could not reinstall the iTunes software, I choose a restore point where my iTunes was working before, and changed to that point.  I am still getting "MSVCR80.dll missing".  Does anyone know how I can restore the missing MSVCR80.dll?  I have found articles on the web of how to do this, but none seem to work.

Go to Control Panel > Add or Remove Programs (Win XP) or Programs and Features (later)
Remove all of these items in the following order:
iTunes
Apple Software Update
Apple Mobile Device Support (if this won't uninstall move on to the next item)
Bonjour
Apple Application Support
Reboot, download iTunes, then reinstall, either using an account with administrative rights, or right-clicking the downloaded installer and selecting Run as Administrator.
The uninstall and reinstall process will preserve your iTunes library and settings, but ideally you would back up the library and your other important personal documents and data on a regular basis. See this user tip for a suggested technique.
Please note:
Some users may need to follow all the steps in whichever of the following support documents applies to their system. These include some additional manual file and folder deletions not mentioned above.

    MSVCR is Microsoft Virtual Creator. It's an MS dirivitive of Java.

    I had to dispute several unauthorized charges to itunes. My apple id was disabled after that. I followed jarnoldus's (older post) advice and it worked. Im duplicating his entry here with a few modifications. I hope this works for you.
    1. Go to https://getsupport.apple.com
    2. Choose your product (mine was ipad)
    3. Click the "iTunes, App Store or iBooks" icon
    4. Click "Apple ID account security"
    5. Type in "apple id has been disabled"
    6. Choose your country (mine was US)
    7. Choose the "talk to apple support now" option
    8. Provide the info they request (name, email, phone number)
    9. They will call you right away.
    Explain your apple id has been disabled. The rep will connect you to an iTunes rep. He/she will look up your account. You will be required to answer your 3 security questions. You MUST get a minimum of 2 correct. If you succeed they will enable your id. Good luck!

    With the Error 2, let's try a standalone Apple Application Support install. It still might not install, but fingers crossed any error messages will give us a better idea of the underlying cause of the issue.
    Download and save a copy of the iTunesSetup.exe (or iTunes64setup.exe) installer file to your hard drive:

    Download and install the free trial version of WinRAR:

    Right-click the iTunesSetup.exe (or iTunes64Setup.exe), and select "Extract to iTunesSetup" (or "Extract to iTunes64Setup"). WinRAR will expand the contents of the file into a folder called "iTunesSetup" (or "iTunes64Setup").
    Go into the folder and doubleclick the AppleApplicationSupport.msi to do a standalone AAS install.
    Does it install properly for you?

    I have been using iTunes for over 10 years, and I have NEVER had this problem occur (repeatedly, all day long, every day). I have seen this error occur on occassion, but not consistently as it has been for the last 10 days. This is really getting me frustrated and quite upset, as there does not seem to be any reason for this error to be occurring.     It has not been working for me on any platform, any OS, anwhere since about last Friday. It has been reported many many times on this forum so I can only assume it's a known issue that will be fixed in time.
    Interestingly some genres work, for instance Classical and Blues work but most others don't. I thought it was Apple's attempt to force some taste upon us but then I noticed sports radio works too. So much for that idea.
    Also, if you have the playlist saved somewhere that still works too. It's only the "radio tuning service" that's borked.
    By the way it's not a good idea to post your email address here, Apple Support Communities is secure from spambots but why tempt fate.

    Did you purchase or download the apps with your old ID?  Apps are tied to the ID that is was purchased from.
    If it is a new app you bought with your new ID, you can go into settings - appstore- apple id and then log out.

    Did you check your Hosts file, as described in the link I posted?
    Also, occasionally the network database on your computer can become corrupted naturally. If your computer runs Windows the following command entered in a "cmd" window should fix it (you need to be an Administrator to use this command):
      netsh  winsock  reset
    This command can do no harm; if it is not the problem the command does nothing.

    Try turning Bluetooth off and then resetting the phone (by holding the on/off and home buttons until you see the Apple logo -- ignoring the off slider that appears first, then releasing).
