Airport Utility will not display any base stations.

I just had a new hard drive installed in my two year old MAC, since the last one crashed and have Mavericks installed. I have tried to un-install the application so I can re-intall a new one but the system will not let me. I am running a 5th generation of Airport Extreme which by forcing the back methoed of pulling the airport and continualiy doing a hard factory reset on the device, we have determained that the application Airport Utility for Mavericks is defective but there is no patch or update available; how do i get the application to show my base station so I can monitor who is conected to my internet.

I'm not interested in ascribing blame either but waiting for Apple to fix something that isn't broken will only divert attention from seeking the problem's underlying cause. Assuming the AirPort Utility app on your Mac remains unaltered, it's exactly the same one everyone else is using. Should there be any doubt about that, reinstalling OS X will obviate any concern.
I suggest the following for you to consider as you deem appropriate.
Apple's Wireless Diagnostics may supply some additional helpful information.
To use it, hold an option key while you click your Mac's Wi-Fi icon, and choose Open Wireless Diagnostics...
The following authentication dialog will appear:
Authenticate with your Admin password, then click the Continue button in the following:
The network analysis and diagnostic tests will take several minutes to complete:
When it completes, if your wireless network is functioning properly the following will result:
If something is amiss, supposedly the results will be different and you will be presented with helpful information.
Assuming your connection is "working as expected" select Continue to summary and click Continue:
Ignore the pre-populated text field, which is provided as a place for you to type in additional information should Apple ask for it in the course of obtaining technical assistance from them. Apple has no way of knowing where your router is located in your home, and certainly doesn't know if you even have an upstairs bedroom closet.
Click Continue.
The next step will also take a few minutes:
When it finishes, you will be presented with a summary that may or may not be useful to you. Let me know if it is.
The WirelessDiagnostics-xxx.tar.gz file deposited on your Desktop can be dragged to the Trash, or you may wish expand it and examine its contents. It's up to you.

    With Apple assistance I first 'FOUND' the base connecting it to my Intel iMac through ethernet. Later I was able to finish the setup wireless through Airport utility. It works fine and I saved the configuration.
    Now I wish to reinstall Leopard initializing the computer in order to make some major cleanup.
    Shall I be able to reinstall Airport opening the saved configuration or might I found some of previous problems (base not found) again?
    I would appreciate any meaning of yours.

    This sounds as if you have an older AirPort Express that is no longer supported by the newer Mavericks operating system.
    To check and see if  that might be the case, locate the model number on the side of the AirPort Express. It will start with an "A" followed by four numbers. Hard to see in the faint print.....so you may need reading glasses or a magnifying class to see the model number clearly.
    Model numbers A1084 and A1088 of the AirPort Express are no longer supported by AirPort Utility in Mavericks.
    You will need to use a Mac running Leopard, Snow Leopard, or a PC to be able to administer the older AirPort Express.

    Is this an older "round" version of the AirPort Extreme? If yes, it is true that AirPort Utility 6.x no longer supports the older AirPort Extreme and AirPort Express models.
    A model number......located on the bottom of the Extreme or on the side of the Express would be helpful to confirm what you have.
    Apple probably does want you to buy a new AirPort Extreme.
    The workaround might be to use a Mac or PC running a 5.x version of AirPort Utility.
    A more complicated workaround would be to install AirPort Utility 5.6 on Mountain Lion.  This is not supported by Apple......it does work for me.....but may not work for you. See this article for more details:

    Per chance is your AirPort Express an 802.11g model? If so, you will need to use AirPort Utility v5.6 to administer it. However, this version will not install under OS X Mountain Lion without a workaround.
    The following is one of those workarounds:
    Here are the basic steps to install version 5.6 under Mountain Lion using CharlesSoft's Pacifist:
    If you haven't already download the AirPort Utility disk image file directly from Apple Support Download
    Place the resultant AirPortUtility56.dmg file onto your Mac's Desktop.
    Run Pacifist.
    Click on the Open Package option. Find the disk image file that you just placed on your desktop, and then, click on Open.
    The utility is located as follows: Contents of AirPortUtility56.dmg > Contents of AirPortUtility56.pkg > Contents of AirPortUtility56Lion.pkg > Applications > Utilities > AirPort Utility 5.6.app
    Drag AirPort Utility 5.6.app to your Mac's /Applications/Utilities folder.
    You can now run the AirPort Utility from the Utilities folder.

    Apple has dropped support in Mavericks (10.9) of the AirPort Express and AirPort Extreme models that were discontinued more than six years ago.
    You can still administer the older AirPort models if you have a Mac running Leopard, Snow Leopard, or a PC.

    You must first uninstall AU 6.2 before you can install an older version. This may be removed by the mods so get it while you can:

    Firstly how are you connecting to the TC.. wireless or ethernet?
    Please open a command window and ping it.. ping by name and by IP address.
    If ping succeeds at least by IP it should work.
    In windows explorer type
    \\10.0.1.1 (or whatever the TC ip is.. that is the default).
    Having the airport utility for windows loaded can help the process. As it loads bonjour for windows.
    7.6.4 firmware on the TC is useless. It works better on 7.6.1
    If the ping does not succeed by either name or IP address yet you have internet through the TC, then your network is setup wrongly. You are have firewalls blocking local IP. Take down all the firewalls.

    I can see the backplane in MAX and Project explorer but none of the modules show up for configuration in the drop down lists.  The LV was just installed on the PC with RT/FPGA/Sound and Vibration. I have Admin and am accessing through a PCMCIA Ethernet card. I have to disable normal wireless Ethernet just to see the cRIO unit at all.

    Well, you actually won't be able to see the C-series modules for a cRIO in MAX.  Take a look at this KnowledgeBase article for a little more information.
    As far as not being able to see them in the Project explorer, are you trying to run in FPGA or Scan Interface?  If you're using the FPGA Interface, you'll have to make sure to expand the FPGA Target tree in the Project explorer to see these modules.

    Old AirPort base stations and Time Capsules aren't compatible with AirPort Utility 6.2, so you have to use AirPort Utility 5.6. As you have already updated, you can't install AirPort Utility 5.6 by the normal way.

    I assume that your MacBook Pro is running OS X Mountain Lion ... correct? If so, version 5.6 can run just fine on this version of OS X; it just can't be installed in the traditional way.
