all of a sudden I cannot download attachments.  How do I fix this?

I have the same or similar problem. Using the Mac OS mail client, two PDF attachments to a received message are shown garbled. Here is an extract of what I see :

So I log into iCloud and try to see how these attachments show up. They seem to be there since I see this:
but when I try and download the files, they appear in my download folder as 0 byte files, ending in .pdf.html.
This is very annoying. I saw and could read these files yesterday, but cannot today.
