All the sounds turn into noise

Excuse my poor english. as2.0, sounds format is WAV. Please watch this video to get into the problem. Turn the volume down, at 0:41 all sounds "crashing", then they turn into loud noises. I tried to play it on different computers, tried rerendering and reinstall quick time, nothing helps. I don't think the problem is with the code, cause I can control only pan and volume. By the way, I can still hear natural parts of sounds through the noises. Also sound "crashing" at random moment every time, so I can't find the root of issue. Please help, what can I do with this?
upd1. Looks like the problem is with the player. When sond crashed, I tried to reopen the game (file->game.swf), and noises doesn't gone. Tried different versions, my results is : flash player 14, 15 - noises appears all the time, flash player 9 - sound crashes, but no noises. Tried to play in browser (13.0.0.214), no noises appear yet. Since the problem may appear cause of player, should I report about the bug?
upd2. Same problem in flash player 13. I just can't understand, after what event noise appears.

If you lose sounds for keyboard clicks, games or other apps, email notifications and other notifications, system sounds have been muted.
System sounds can be muted and controlled two different ways. The screen lock rotation can be controlled in the same manner as well.
Settings>General>Use Side Switch to: Mute System sounds. If this option is selected, the switch on the side of the iPad above the volume rocker will mute system sounds.
If you choose Lock Screen Rotation, then the switch locks the screen. If the screen is locked, you will see a lock icon in the upper right corner next to the battery indicator gauge.
If you have the side switch set to lock screen rotation then the system sound control is in the task bar. Double tap the home button and in the task bar at the bottom, swipe all the way to the right. The speaker icon is all the way to the left. Tap on it and system sounds will return.
If you have the side switch set to mute system sounds, then the screen lock rotation can be accessed via the task bar in the same manner as described above.

When the sound turns off on my macbook and my macbook pro, the miniplug stereo port emits a an enormous 'pop', i.e. wildly uncontroled load leading to noise. Goundline hum follows. I am running OS 10.6.6. I have noted previous threads noting the same problem on OS 10.4.x and 10.5.
How do I stop my mac from trying to ruin my stereo and speakers every time I connect them?

You don't say which year you have, however...
...there are known problems with the mid-2010 models (see http://support.apple.com/kb/TS4088?viewlocale=en_US&locale=en_US) as well as early and late 15" 2011 models (see https://discussions.apple.com/thread/4766577?tstart=0).
Apple has taken ownership of the problems with the 2010 model but, unfortunately, the free logic board replacement for that model has probably long expired for you - three years after date of purchase.
One the 2011 models Apple has admitted no defect. You'll just have to skim the articles to get an overview of the problems that people are having (usually showing up as screen glitches at first and then going downhill from there).

If you are not getting any sound from the speaker, follow this article.

Ensure that there is nothing plugged in to the headset jack or the dock connector.
If the iPhone is in a protective case, make sure that the speaker port isn't blocked by the case.
Make sure that the speaker and dock port aren't clogged with debris. If necessary, clean it with a clean, small, dry, soft-bristled brush. Carefully and gently brush away any debris.
If an audio issue occurs when using a specific application, try testing other applications to see if the issue persists.
If the iPhone is paired with a Bluetooth headset or car kit:
Try turning off Bluetooth.
If you experience difficulties with the Bluetooth feature, follow these troubleshooting steps.
Restart the iPhone.

How can I keep iPhone 5 mute and viberated for all the sounds and notifications with the mute button on?

If turn on the mute button, my iphone 5 is mute. But I can not get informed if the alarm or timer ends. iPhone 5 is mute and doesn't viberate. I want it mute but viberate under the mute button.
The Timer cann't viberate with the mute button on. I want it viberates without sound especially when I study in the Liberaby. I need to practice my pace with the Timer. I don't know whether it is because of my mistaken operation or because of the fact that the iPhone 5 can not make it.

Command I will open the master window on the right. Make sure under "I"nfo lower right corner next to monitor, make sure it is not turned off. If you are playing an elctric guitar, don't bother with the no feedback setting.

Cannot get all the sounds in library to download. I get this message GarageBand was not able to install the new sounds. Close and re-open GarageBand to download and install them again.

I would suggest you to store them in a table instead and you can write a functin to retrive the error messages required.
