Allowed pop ups but safari won't open my Uni website. It just opens a fresh blank page? Using sim not wifi would this have something to do with it?

I have a new iPad and am trying to open my Uni website. I have allowed pop ups but it just opens a new blank page. I'm using a sim not wifi, would this have anything to do with it?

This trouble is fairly new as I just got my MacBook Pro.  It's been going on for 2 weeks or so.  Prior to the MacBook I was using my old PC laptop and never had any difficulty.
Nobody else seems to be having this problem at school and IT is completely unhelpful.  I've been told that nothing's wrong with the uni's internet/network, it's my laptop. 
Could it be that the uni's network doesn't recognize my new Mac's IP address (I think that's right) and for some reason is blocking access?
As for the VPN idea - I think I get it.  Can I set that up myself?

    Do you have an Exchange (e.g. a work) email account set up on the iPad ? If you do then it's possible that the account profile is preventing you turning popups 'on', in which case you would need to contact the email account administrator

    I'm assuming that when I turned on the setting in Safari to allow pop-ups, I wouldn't have to tell the browser to allow or block every single pop up after that.  Is there a combination of settings to make allow pop-ups without the additional "block or allow" message from popping up before the pop up window.
    I used a 3rd party web application that has been coded for their drill-down messages to be displayed in another screen and I have no control over that.

    Well, not that helpful unless you can determine if that window is coming from Safari or iOS or from whatever the other "3rd party web application" you were talking about.
    If you don't want to play in that pool, then assume that iOS and/or Safari are working incorrectly. Your Users Guide has a whole chapter (at the end) devoted to what you do when things aren't going well, generally following the sequence of
    Restart - red slider, then boot up again
    Force Quit apps - either via Sleep/Wake followed by Home, or via Recents Tray
    Reset - hold Home & Sleep/Wake to force reboot
    Reset iPad Settings - Settings > General >Reset
    Erase All Content -   same as above
    Restore iPad Software - iTunes or iOS 5 equivalent
    You start at #1 and work your way through until the issue you're seeing goes away. If you get through all of the steps and it still doesn't work, you're pretty much out of gas and have to start talking to Apple.
    So .. start at #1.

    Yes, I do that every 30 minutes, thats not the issue tho, because it shows like for example, 4 months ago i search a celebrity on wikipedia ONCE, and it shows up if you type that first name in the search bar......

    You may have pop-ups blocked.
    Go to Settings>Safari and turn "Block pop-ups" off. You may needs to restart the ipad after turning off this settings if it doesnt work immediately

    Under "Content" in Options, you have UNchecked "Block pop-up windows", yet you still don't see any popups? Can you give us an example of a site that is not showing pop-ups despite you turning the feature off?

    How about extensions? Perhaps you have an adblock extension installed.

    Close your iTunes,
    Go to command Prompt -
    (Win 7/Vista) - START/ALL PROGRAMS/ACCESSORIES, right mouse click "Command Prompt", choose "Run as Administrator".
    (Win XP SP2 n above) - START/ALL PROGRAMS/ACCESSORIES/Command Prompt
    In the "Command Prompt" screen, type in
    netsh winsock reset
    Hit "ENTER" key
    Restart your computer.
    If you do get a prompt after restart windows to remap LSP, just click NO.
    Now launch your iTunes and see if it is working now.
    If you are still having these type of problems after trying the winsock reset, refer to this article to identify which software in your system is inserting LSP:

    whoa, whoa, whoa, part of the problem is that there is no indication that a pop-up is occurring or that it's being blocked like I just learned at Hertz.com. So it just looks like a legitmate pop-up fails since the default is to disable pop-ups (actually it looks like nothing). I don't want to always allow pop-ups for every website. I want to be prompted or notified when it happens - to allow for a good site (going forward) and block or be notified for all the other sites. Global on or off is not a great way to go, imho.

    Try the iCab browser. You can set it to tell web based apps that it is Internet Explorer, for example, which might help.
