This can be caused by a few things.
Make sure the billing card address, the one on the statement is the exact
same as in iTunes.
Note even the zip code being off can cause this.
Try a different CC
and the way the always works

If you have a credit card on your account then it will need to be valid. If you don't have a card to replace it with then have you tried removing it from your account ? On your computer's iTunes you should be able to edit your payment info by going into the Store > View Account menu option and logging into your account, and on your account's details page there should be a payment link.

When updating an app thru the Apple Store in IOS7 it does not go away when updated like it did in IOS6. I have a weeks worth up completed updates showing open when I go to the Apple Store. How do we deleted these completed upgrades.
Fixed this with apple care. Had a unique situation. Will share by email if interested.

Update: A user responded to the other thread. So the usb flash device that I am using is 3.0 and looks like there can be problems with that one. So the proposed a solution is to get an external dvd drive and try to install it that way. Perhaps a usb 2.0 stick might work as well. In either case I'll have to buy one. Will update this once done.
The other alternative is to use windows through a VM. -

Have you previously bought items when you didn't have sufficient money on your account ? I use my iPhone here in Afghanistan, and location of my Apple ID is set to US, I want to purchase some apps from Apple Store but when i enter my credit card details so it ask me for US's Credit Card, Even i could not find Afghanistan in the list of countries.
Can anyone assist me to solve this issue?
Thank You.Sorry, but there is no iTunes Store for Afghanistan and you are not allowed to use the iTunes Store of any other country, so unless you physically go to another country and have a valid payment method issued in that country (an Afghani credit card will not be accepted), you cannot purchase apps.
