Am i able to factory unlock my iphone when its unactivated?

i bought a phone which is locked by it's carrier. i asked the carrier to unlock it and i paid for it. they said that i just need to wait a few days and then restore my phone and it will be unlocked. but my problem is that my phone is unactivated and i do not have a SIM from original carrier, so i dont have the option "restore" in itunes. is it ok that i restore it in DFU mode? i hope it will show "congratulation your iphone has been unlocked"

You cannot activate an iPhone without a sim. The sim does not need to be
associated with an active account; however, if the iPhone is locked to a wireless
provider, the sim must be from that wireless provider.
What happened to the sim that was in the iPhone? Borrow an appropriately
sized sim from a friend/relative/co-worker to activate the iPhone.

Unfortunately once the iPhone is in that mode the best practice is to just restore the whole iPhone via iTunes.
The iPhone is in recovery mode. So to get it out of recovery mode and restore through iTunes is all you got to do.

What else did you expect? If you are a Verizon customer in good standing, you can get the SIM slot unlocked. It will work on any GSM network outside of the U.S. If you're not, then there is nothing you can do other than buy a phone you can use.

I know why, cause Apple signed contracts with each carrier so the carrier could increase their sales making customers sign 2 year contracts, I get it, I own my own business, but the delay of releasing factory unlocked ones is just not right and I should be able to buy one without having to buy it over in the UK where it is unlocked when it comes out right away, I should be able to buy it in my own country! These business practices we practice in the US need to stop, their is a demand that needs to be met with consumers like myself who don't need subsidized iPhone's with 2 year contracts with carriers and don't mine paying full price for an unlocked one, it is unethical in a sense, forcing the customer to buy it with a carrier contract and NOT giving the customer the option to buy it full price and own it themselves, OR, making the consumer wait a month for that option to be available. The number of unlocked vs packaged phones will be quite small and the number of unlocked buyers wishing to upgrade immediately will be smaller still. Against this you have the corporations sharing $billions between them.

Sorry, downgrading the iOS is not supported by Apple, thus there is no official way to do so. Your phone was re-locked to the carrier it was originally locked to because you hacked it to unlock it. Apple's servers detected such & re-locked your phone. You need to contact the carrier your phone is locked to if you want to get it officially unlocked.

Contact the carrier it is locked to. Assuming it is locked to AT&T, and you are/were actually an AT&T customer who either fulfilled your contract or paid the early termination fee (or purchase a no commitment phone), then you can have it unlocked.
If you are/were not an AT&T customer, they will not unlock it. The phone is useless to you. Sell it and buy one in the UK.
If it is a Verizon or Sprint phone, just sell it. You can't use it at all. Those are CDMA phones and will not work on a GSM network.
