Anti dumping code not on PO, SAP ECC 6.0 Foreign Trade FT

I am trying to automatically populate the anti dumping code on the Customs Data sub tab (under the Import tab at the item level) when loading a purchase order (ME21N).  I loaded the importing country, import code number (HTS), origin country, manufacturer, vendor, material, and preference code (100 u2013 Without preference verification) in config using u201CDefine Code Determination for Anti-Dumpingu201D.  The HTS number populates automatically but the anti dumping number does not carry over.  It may be related to the manufacturing number u2013 I know it is required to match the anti dumping criteria but the vendor number appears to be automatically populated in the manufacturer number on the Customs Data sub tab.  I loaded a different u201Cmanufacturing numberu201D (actually a vendor number) in config (u201CDefine Code Determinationu201D above) and manually added it to the manufacturer number on the Customs Data tab but the anti dumping code field still remains blank.  I also tried the same approach loading the same number for both the vendor and manufacturer (which is closer to the real world business practice).  I would appreciate any guidance you can provide.

if you have moved from non-unicode to unicode system, then issue could arise in code where  extensionin-VALUEPART1 is populated.
character length 8 byte vs 16 byte
