Any apps to launch other apps - like control centre?

Question

I bought a waterproof case for my iPhone 5 to use the camera for snorkelling. The problem was it turned out not to be that waterproof in use (despite following the testing and cleaning instructions).
So the phone is now water damaged. It seems perfectly functional with the exception the home button doesn't work (and a bit of corrosion around the charching port). So I can launch an App, but then I'm stuck in that App and have to power down the phone and restart to get access to a different App, then repeat for the next App. Pretty frustrating.
Control center, being accessible by swiping up gives me access to the few features it supplies, but it would be great if there was an App like control center that allowed me to launch any apps I specify. Alternatively, a way to remap the the home button with the sleep button.
Ideally I'd like to try to limp by with the phone until the next round of updates. A repair seems about the same price as a new phone so doesn't seem worth it.
Any ideas (other than the one we shouldn't mention here)?

As a follow up question, any way of disabling Voice Control?
The home button seems to be gradually coming back to life. But is pressing itself and launching Siri. I tried to disable Siri but that just replaced it with Voice Control, which is even worse as it is recognising background noise and has now made 10 international phone calls by itself!
I thought I'd be clever and enable Siri again, then restrict Siri, but that just reactivates voice control.
I've scoured system settings but can't find an obvious to disable it.
Any thoughts?
