AnyConnect installation issues - Network Adapter is not created - cannot find any error?

I am a contractor with a Federal Agency that just swithed to using Cisco AnyConnect for VPN access. I am about the only person with this installation issue, that I know of. When installing the AnyConnect client on a Windows 7 machine running a 3.X msi install - the expected Cisco NewWork Adapter is not created in Network connections as I would expect. I have turned off Firewall services, I've turned off SQL services, Citrix, etc. But nothing I have tried allows this to install correctly.
When I attempt to use the AnyConnect VPN client and login the the remote service - I receive the
The VPN client driver has encountered an problem. Please restart your computer or device, then try again.
I have attempted the driver database fix suggested online - BUT it didn't correct the problem because I think my problem is in the initial setup, although I cannot find and error in the Windows/inf/setupapi.app.log and setupapi.dev.log that would suggest there is an driver problem.
The DART logs are a bit cryptic, but nothing stands out that would give me any idea as to what might be blocking the creating of the Network adapter the VPN Client would use to connect to the remote network.
Can anyone here point me in the right direction - I am not receiving help from configuration management - their solution is to format my entire computer and rebuild it which will cost me weeks of time and I have a deadline looming in Feburary.

Is that Interface dragged to the top of Network>Show:>Network Port Configurations and checked ON?
The Interface that connects to the Internet, needs to be drug to the top of System Preferences>Network>Show:>Network Port Configurations and checked ON.

System Preferences>Network, click on the little gear at the bottom next to the + & - icons, (unlock lock first if locked), choose Set Service Order.
The interface that connects to the Internet should be dragged to the top of the list.

I figured it out!
I read a solution for something that sounded similar.
Anyone in similar position:
Open iTunes app on iPhone, and pick an option from bottom, such as music. Then scroll down to bottom of page and where your iTunes ID is, press on it, and pick sign out.
Then return to home screen, and double press home button and press and hold on first icon showing, until a minus symbol appears in the top left of icons present. Press on each minus symbol on each app in turn, until all app icons have disappeared. Then Restart the phone by pressing and hold the home button and the on/off/standby button at top of phone, until the apple symbol appears in centre of blank screen.
Swipe to turn phone fully on and open settings and scroll down to iTunes and apps option and tap that. Pick sign in and put in your apple ID, it will accept it and then return to home screen and open iTunes a you'll find it works fine
Simple really, but some like me won't think f this themselves!

- My oracle database is up and I can access to it with locally with TOAD
- I can do TELNET localhost 1521 in the server that has the DB installed
- I can do a successful ping from the client computer to the oracle server
- There aren't any firewalls between the client and the server.
- When I try to do TELNET <IP Address> 1521 from the client computer to the oracle DB Server, the connection could not be opened
- I tryed to do a TELNET to another port where I have another service, and the result has been successful. So the problem is related with the port 1521...
I don't have any knowledge about database administration, so I don't know what to do to solve this.

java.sql.SQLException: IO Error: The Network Adapter could not establish the connectionThis preposterous error message is Oracle's way of saying either 'Connection refused' or 'Connection timeout' or 'no route to host' or 'unknown host'. However because of the stupidity of making up their own message instead of giving the original exception, it is impossible to say which. The pretentious wording is also stupid: network adapters don't create connections. TCP/IP stacks do that.
As to your problem, either there is no such host, no route to the host, nothing listening at the IP:port you specified, or there is a firewall in the way. And that includes a possible Windows firewall on the server host itself.

Sql exeption: Io exception: The Network Adapter could not establish the connection

when i tried to connect to a oracle server using visual age for java i had this error message:
"java.sql.SQLException: Io exception: The Network Adapter could not establish the connection"
any ideas ...

if u r using think jdbc driver then check the Host name/address (IP Address) of the server and the SID and the port number.. there is no other reason for this.
Sometimes.. when the database is behind the firewall and the ports/IP is not open then due to denial of access this error occurs.

I'm trying to install html db v10.2.0.1 and http server on the Fedora Core 4 platform and am getting a "Network Adapter could not establish connection during installation" error. This occurs after pressing Next at on the Specify HTML DB Database Details dialog box. Note that I'm not new to oracle databases or html db. I can't seem to find a similar thread on this forum related to the html db v2 install and I've read the FAQ related to the installation, making sure that I unset the TNS_ADMIN and ORACLE_HOME environment variables before launching the installer. I also checked that I can connect to the database via the listener, sqlplus sys@database as sysdba. I checked the listener status:

Jdbc. The Network Adapter could not establish the connection. Help Please!!

I've found several responses over this issue, but none works for me.
I'm trying to setup a simple jdbc connection from a simple program.
Platform:
Fedora Core 4 (FC4) on AMD 64 bits
Java 1.4.2_04 (64 bits)
ORacle 10g or Oracle 9.2.0.4 (none works);
Tips:
- I can't connect to a remote server, nor to a local server
- I can connect using SQLplus
- TNSPing works fine
- Listener it's up
- my connection string is jdbc:oracle:thin:user/name@host:port:sid
- Also try jdbc:oracle:thin:user/name@//host:port/sid
- I'v tryied with classes12.jar, odbj14.jar
- my hostname it's ok.
I've monitored ip traffic on remote computer. While using TNSPING I detect activity. While using jdbc, no.

OSR installation throws network adapter error

Has anybody experienced this error during service registry installation? The errors say that it could not create a database connection because the network adapter could not establish a connection. This is the SQL exception that is being thrown when I try to install. I have the loop back adapter configured. I am trying to install this in Vista. I already have database and SOA suite installed.

i've just downloaded and installed oracle 10g express in my win 7 installation.
i've already created 2 tables and one user and everything seems to be ok.
but.. there's a but!!! i've tried to connect (using driver ojdbc14) from netbeans and i got a "The Network Adapter could not establish the connection" error.
the connection string is:

(pcs is my pc's name).

JDeveloper Oracle XE The Network Adapter could not establish the connectio

I installed JDeveloper 10.1.2 and oracle express on Fedora.
Now I cannot create a database connection from jdeveloper using the connection navigator
The hostname, port etc is correct.
Sqlplus and everything else regarding the database on the command line works fine.
Did I miss something ?
Maybe an environment setting ?
I did the following installation (all on the same host):
Java runtime
JDeveloper
XE Database
Testing a connection I used the Oracele Database Express Edition 2 Day PLus Java Developer Guide.
Is this documentation complete ?
Can someone also explain to me what the error message
Io exception: The Network Adapter could not establish the connection EXACTLY means ??
Where does it go wrong ?
Is there a checklist for thsi kind of thin-java connection problems ?

So still I dont known what is going wrong here, the following properties are used by this connection:

Is the driver used by JDeveloper correct ?
There is a note on XE that the use of oracle.jdbc.driver.* classes is deprecated but still supported.

Need help - The network adapter could not establish connection

hi, I installed sql developer on my standalone PC. I am unable to create a connection. The following error is shown when try connecting:
IO Exception: The network adapter could not establish connection.
Should i set some Environment variable? Is there anything else i need to download/install?
Please help...! I am new to this...

You need to ask your network admin folk to check your PC and ensure that it is correctly configured for IP networking for your network - valid IP address, valid IP subnet mask, etc.
You can look at your existing IP configuration in Windows by opening a command console and typing the command "+ipconfig+".
Once that is done, you need to test connectivity between your PC and the database server. You need the IP address of the server for that and use the "+ping+" command to see if you get a ping echo response from the server.
If you configure your Oracle client software (e.g. +%ORACLE_HOME%\network\admin\tnsnames.ora+ ) to use a hostname and not IP address, you need to make sure that your PC's IP stack can resolve that hostname into an IP address. Once again the "+ping+" command can be used, but this time using the hostname instead. The output will show the IP address the hostname resolved to.
All these are basic networking issues - and have nothing really to do with Oracle itself. You first need to get the networking to work on your PC, before attempting to use Oracle client-server.

Oracle JDeveloper 11g Release 2 Tutorials - Designing and Building Database Tables
In step 7 create database user and database connection, I am not able to do that and getting the error
(Test failed: The Network Adapter could not establish the connection).
Please help me.

Could you please provide all value you pass to the connection properties on the connection creation panel? First of all, you should choose "Generic JDBC" as the connection type in order to use BDB SQL JDBC driver.

Hi All,
I run tomcat and connect to Oracle fine, both on the same machine.
I also run some batch processes daily and they often run without problems. The batch processes lots of selects and updates/inserts onto Oracle.
These tend to work fine, but sometimes when they run I get
java.sql.SQLException: Io exception: The Network Adapter could not establish the connection
So a batch process will be running doing lots of selects and updates then it just decides it had enough and throws this error each time it tries to connect. Meanwhile tomcat continues to run fine through the same TNS listener, but subsequent batch jobs fail to connect.I normally have to restart the TNS Listener.
I connect through the same class whether connecting through Tomcat or from the batch process with this:

Oracle should be able to handle lots of connections no problem, I agree, and it is through tomcat.
Yet the exception that you get says that it isn't. Oracle, for example, on a single box shouldn't be able to handle 100,000 simultaneous connections.
I would be very surprised if it couldn't handle 1,000. And if there was an issue at that point it would be a resource bound issue, like CPU (on the single box) rather than connections.
You suggested licensing issues?I believe at one time, not necessarily now, the Oracle server would be sold such that it limited the number of simultenous connections. This could have been a relatively low number. There are quite a few assumptions in that - the major one would be it is based on my faulty memory and second would be that it was years ago.
By the way you are not running this on a unix variant system without redoing the kernel limits to set up for a server system right?

Iam new to using Oracle please help me in this problem. Iam trying to connect oracle8i in my home pc(win 98) in java.. I have said..

Actually i have added the service name using Oracle Net 8 Assistant ... it asked me service name so i gaved "fobjects". then host and port number then i gave "testhost" and port number as 1521. then i tried to use the test service but i couldnt get it... it gaved me error called " ORA12545- Connect failed because target host or obejct doe not exist ..Even then i pressed finished button to accomplish the thing...ans when i executed the java program with the above service name setup it said SO Excpetion : Network adapter could not establish the connection.
Well What the wrong i have done, help me...
