Apache httpd started as root

Question

I am running 9ias release 2. When I start the http server from the OEM WEB interface the httpd server is started as root. I would like the httpd binary to come up as the user oracle and not root. The httpd binary is has the following permissions:
-rwxr-xr-x 1 oracle dba 735184 Apr 16 18:57 httpd
The httpd server is listening on port 7780.

Given that that section only asks to verify that the devices belong to the audio group
