App to App page copy woes - WWV...PK error

Question

We are trying to understand how to copy pages from app to another, within the same workspace with the same security id, or into different security IDs. So we exported a page from app 108. We then modified the SQL file to now refence the target app (106) and the page changed from 30 to 3. If we do not make these changes, them the import tries to overwrite the page we just exported.
When we execute the SQL in the file import utility, we get the error:

Is there a clean solution for copying pages between apps? I realize the caveats of page and database specific objects not being the same, but this error looks like some other issue.
