Why apple do not let iran download any apps and gives error 1009

please slove the problem of error 1009 ...Apple has no App Store in Iran. The US Government has severe restrictions on US companies doing business in Iran, and there may well be other issues such as lack of available infrastructure, issues with Iranian law, or other problems that would also prevent Apple from doing business there.
Unless and until Apple is able to open an App Store in your country there's nothing you can do, and quite frankly I think that's not likely to happen anytime in the foreseeable future.

Why my iphone send me error 1009 , i know i live in iran and ... But appstore doesn't send me error until today that i face with this error
The 1009 error is normally associated with a blocked country. There are a list of countries that Apple is not allowed to sell their software to due to US restrictions. Iran and Syria come to mind but I believe there are about a dozen.

You can't, there is no workaround. You're getting that error because you're trying to purchase content that is not available in the country you are located in. Apple's servers have detected such & have generated that error code.

I am assuming that you are referring to an error code in iTunes? If that is the case, this Apple support document adresses error codes. It seems as though error codes in the 1000 range deal with hardware issues. It is possible there is something wrong with the iPhone itself. Many times these error codes are returned if an individual has attempted to modify the software in iOS such as a jailbreak. If that is the case, it is against the TOS of the forum to discuss the issue any further. You can always try and get service from the individual or company that provided the jailbreak.

I am having trouble installing applications. I receive error 1009:5,-61 when tying to install many applications or updates. I use OS X 10.4.11, but when searching for discussions elsewhere for the same error, I also found one vague mention of it from a 10.5.1 user in an Adobe forum. I've tried all the basics: restarting, running disk first aid, and even reinstalling OS X. Does anyone know what this error means?

googling suggests that the 1009:5 means it's an installer error; and the 61 means it's a write-permissions problem.
Sooo, possibly the Applications &/or other folders have permissions set to read only, or the installers are assuming you're using an admin account when you're not.
Are these Apple updates? was it an erase & reinstall? & if an archive one, presumably the install went ok, but perhaps problems re-surfaced after bringing in things from the previous system folder?
Many installers create a log as they progress, so knowing what you're trying to install, we may be able to locate this log & identify the stage at which it has problems. -
