Apple ID for app purchases

My iPad used to ask for an ID before purchasing apps or in app purchases. Now after I buy one thing other apps can be added without my ID. Young kids play on this iPad and I have to make it Impossible for them to make purchases.  I don't know how to change it.  Your help would be appreciated.

You should have a Settings > General > Restrictions > Require Password setting, change that to 'Immediately' - the default is 15 minutes during which it doesn't need to be re-entered.

    It only "remembers" such for 15 minutes after the first purchase. This is done for security reasons. It is app updates that no longer require a password.

    After reviewing your post, I located an article that can help with resetting your iCloud password:
    iCloud: Change your iCloud password
    Your iCloud password protects the privacy of the information (such as your email) stored in iCloud. Your password also protects your ability to locate or remotely erase your device using Find My iPhone. You should regularly change your iCloud password to protect your information. Your iCloud password is the password for the Apple IDyou use to sign in to iCloud.
    Important: If you use the same Apple ID for iCloud as you do with other Apple services such as the Apple Online Store, iTunes Store, App Store, or to purchase products in iPhoto or Aperture, changing your iCloud password also changes your password for these services. Make sure you sign in to those locations using your new password.
    Go to the My Apple ID website (appleid.apple.com) and follow the instructions to reset your Apple ID password.
    For more information, see the Apple Support article Apple ID: Changing your password.
    After changing your iCloud password, make sure you update it on all your devices and in any email apps you use to get your iCloud email.
    On your iPhone, iPad, or iPod touch: Go to Settings > iCloud, then tap your iCloud account.
    On a Mac: Choose Apple menu > System Preferences, then click iCloud.
    On a Windows computer: Open iCloud for Windows.

    Free means Free....
    As both Johnathan and Demo have indicated, if it says Free there is no charge associated with it. If you upgrade to a "Pro" version, or if you do in-app purchases, then it is no longer free....but when you initially install the app, you do not pay anything if it says "Free".
    And "Yeah? I'll show you" does not help us to understand what you are talking about. If you want help, then provide specifics and we will help you to figure out your misunderstanding.

    And are you saying that I will not be able to access any updates for apps that were acquired under the original Apple ID and password?
    I am saying that the only way to update apps acquired with the old Apple ID is with the old Apple ID. You cannot update them with a new Apple ID.

    That's what Apple recommend, it's also how I have mine set up. Although it isn't much of a problem to use a different account (ID) for each service.

    Well it is a PHONE after all. Apple assumes you WILL use it as a phone, thus you need a SIM to activate it. Isn't that logical?
    If you were not planning on using it as a phone, you could have saved yourself big bucks by buying an iPod touch.

    Have you tried logging out an back into that account on your phone (tap on it in Settings > iTunes & App Store), and/or tried getting the password reset for it : http://iforgot.apple.com (if you do get the password reset then you might need to logout and back into it) ?
    If you create a new account then that will work for new purchases, but all of your existing downloads will remain tied to your old account, so only your old account will be able to redownload those purchases and/or download updates to its apps.

    Ok...So currently with our elementary school we have 50 iPads in use. Since it is an elementary level the students DO NOT have their own Apple ID's for use with the iPads and we have all 50 iPads hooked into the same account regarding the app store and such. Since we only use one Apple ID across all the iPads for student use the apps we purchase download across them all without need for more than one purchase. So far we haven't had any issuesHowever, looking into it I can't seem to get a straight answer if this is proper or not. Some places say only 5 devices per download, others 10, and the Terms of Service from Apple itself isn't much clearer.
    I don't even know how to interpret that because it says that you can only have 10 devices, but then ( i) and ( iv) don't apply?
    Elsewhere I found this description:
        (ii) If You are a commercial enterprise or educational institution, You may download and sync a Product for use by either (a) a single individual on one or more devices You own or control or (b) multiple individuals, on a single shared device You own or control.     By this I was under the impression that since it was a resource used by multiple students but under one user license we only need to buy the one user code.
    TL;DR:
    Can I use one ID across multiple devices in a school and only buy 1 copy of the app we need to sync across them all?

    I work for a school district and am in charge of managing our fleet of 2,600 iPads. Legally, for multiple users using multiple iPads (like in schools) you need to use VPP to purchase a separate license for each iPad (can't share one Apple ID for 10 devices used by 10 students). You can accomplish this with an MDM or with Apple Configurator. Here's some of Apple's verbiage that talks about App Store licensing on iOS devices:
    APP STORE PRODUCT USAGE RULES
    ( i )If you are an individual acting in your personal capacity, you may download and sync an App Store Product for personal, noncommercial use on any iOS Device you own or control.
    ( ii ) If you are a commercial enterprise or educational institution, you may download and sync an App Store Product for use by either (a) a single individual on one or more iOS Devices used by that individual that you own or control or (b) multiple individuals, on a single shared iOS Device you own or control. For example, a single employee may use an App Store Product on both the employee's iPhone and iPad, or multiple students may serially use an App Store Product on a single iPad located at a resource center or library. For the sake of clarity, each iOS Device used serially by multiple users requires a separate license.
    As an educational institution you will want to enroll in Apple's Volume Purchase Program (VPP) which allows a single Apple ID to purchase multiple licenses of an app. Most developers will offer a 50% discount on their app when 20 or more VPP licenses are purchased in a single transaction.
    There is a free OS X program called Apple Configurator that you can use to distribute the VPP codes to your fleet of iPads. Apple Configurator uses a single Apple ID to install apps on your iPads. Configurator will also allow you to install free apps on multiple iPads using a single enterprise Apple ID.     For elementary students, if you are using them in a 1-to-1 scenario, you can give Apple IDs to each student using Apple's U13 program (scroll down about halfway down this page to read about Apple IDs for students under 13).

    The user id that displays on my ipod is correct on the settings menu but when I try to update my apps, the apple id that displays (and wants a password) is one that I no longer use.  How can I change the apple id for this one function to my current correct one?  I've tried poking around all the settings and can't find where to change it.  Once it is changed, I can then use my regular password.   Thanks!

    It sounds like you may have downloaded or purchased applications from two different Apple IDs. To update those applications, you will need to sign in to the Apple ID that downloaded the applications initially. Please use the attached article for instructions on how to sign out and sing in to different Apple IDs on your iOS device.
