Apple ID is blocked due to security reasons. Can't unlock

Hi,
A friend of mine has an @icloud.com Apple ID. For a couple of days her account has become "blocked due to security reasons". We have no idea why, but that is besides the point.
She forgot the answers to her security questions. And the only other option is to get a link in the mail. Which is obviously blocked because it's an @icloud.com address.
So we have no idea what to do next.

UPDATE: So, I used the online form that Niel provided and in 2 days I get reply, that there's nothing they can do and we need to contact Account Support and they gave me a link to Apple Support website. Which is useless for the country that I'm from (Republic of Moldova). I wrote them another email (an angry one I have to admit) and asked for someone to contact me or at least provide us a phone # or email where we could write and get help. And we've got the exact same template email back. This is one of the signs of very poor customer service.
Alright, we decided to try and call their support from a nearby country. Russia sounded like a good idea. But guess what, they're not answering our phone calls!!
My sister decided to just give up and create a new Apple ID (with a gmail this time). But hey, more good news, I couldn't install it on her iPad because Find My iPad is On and it can't be disabled because her original Apple ID is blocked.
I guess you guys can see how seriously frustrating this is.
Now our only hope is to try and reach their US support. Maybe they will be more responsive.
Meanwhile, Apple if are readying this. GET YOUR **** TOGETHER!

    Than I wanted to download FREE application from AppStore and I was invited to confirm  my creditcard informations due the security reason. When I have done it, it automaticaly withdrawn from my creditcard 1.89 EUROS!! Today two times!!!  WHY????

    I'm growing tired of apple iTunes, my ID has been disabled because someone hacked my account and purchased a $9 app and I reported it. Ever since then, everythime I try to download anything, I get a reading saying that "my account has been disabled due to security reasons" and redirects me to a website with a walkthrough on how to fix it. I've followed what the forum said, and changed my password and reverified the email address, but it didn't fix the problem. When I called apple, they told me to go to the website, so I thought I decided it'd be better to just go to the local apple store and none of the employees knew how to help me. I've tried everything and nothing seems to work, I've changed my password multiple times, and even changed the cc# on the account and nothing is working, please help me, I'm about fed up with this and I've purchased to many items from the store to be able to just create a new account.

    You do not.  Apps and any content purchased from the iTunes store are eternally tied to the Apple ID they were purchased with.

  • HT4623 My i phone was disabled due to "security" reasons. I reset my password, got confirmation, but I still get the message on my i phone and cannot update or purchase Apps.

    I woke up one morning and my i phone had a message for me: "your account is disabled due to security reasons". I follow the instructions to establish a new ID and password. It was confirmed on the i Phone, but when I try to download apps. or get updates it will not accept my ID/password which I have reset half a dozen times already.
    On the flip side, I can log on my MacBook Pro without any problems. Same ID/password combo.
    Technicians haven't been able to get this resolved. Any advice is highly appreciated.

    When I try to log in to my iTunes store account i get the following message:

    I've waited a while and tried again (as in a week or longer), and the account is still disabled.
    Can anyone tell me how to get the ID enabled again, since as of now I'm unable to buy / download any content from the store. Which makes my iPhone a sad phone
    My assumption is the problem is i have a rather desirable account name: i am constantly receiving notifications of failed logins to my account, presumably by scripts trying to hack it. But i have a secure password, so no problem. But perhaps this has led to the account being deactivated?
    Any help / or reactivating the account would be great.

    I have had an iTunes account for years with no issue. Lately, I have been receiving the dreaded "This Apple ID has been disabled for security reasons" message every few weeks on my iPad 2(currenly, my only iOS device). I go through the process of reauthorizing my password and info and it works again for a while, then happens again some time later. It's getting annoying. I'm not sure what's changed. Only two computers are authorized to use my account and I am the only one who can log into either of them. No one knows my info and I live alone.
    The only thing I can think is that it's a bot spamming my e-mail address and passwords in an attempt to hack my account. If that's the case, am I really going to have to go through this every few weeks just to use my iPad? Don't get me started on how stupid it is to have to type in your password to update existing apps. And that's usually when I find out, not when I actually purchase one.
    Is anyone else having this issue? I'm wondering if it's more widespread. Some time ago, a chinese app was mysteriously purchased on my account. Apple refunded the purchase and reset my password. That was about the time that all of this started. The reviews on the app left no doubt that it was happening to numerous people and I have no idea how they would have forced a purchase on so many user accounts.
