Apple ID only shows 'disabled' when I try to download an ap or from iTunes

I log on to iCloud, iTunes, My Apple ID, and here with the Apple ID and password - no problems. However, when I try to download an Ap or previously purchased music from iTunes I get the message "Your Apple Id has been disabled".
I used iForgot to reset the passowrd - twice - with the same result. I also made sure I had the lastest update of iOS (7.0.4). Nothing helps. If I can log in here, iCloud and update the iOS, it seems to me the Apple ID is NOT disabled. Is there a setting somewhere I have missed to let me download?
Any help will be most appreciated! This is so odd and frustrating!

Since resetting your password have you tried logging out of your account on your iPad by tapping on your id in Settings > iTunes & App Store and then logging back in to 'refresh' the account on it and seeing if it then works ?
