Apple ID won't let me connect to the iTunes Store

When i try signing in with my Apple ID to the iTunes Store, the iTunes Store becomes temporarily unavailable. My old Apple ID works but my new one wont allow me to sign in. Any Suggestions?

Here are the steps that I would recommend going through when experiencing this issue. 
Troubleshoot issues on an iPhone, iPad, or iPod touch
If you haven't been able to connect to the iTunes Store:
Make sure your date, time, and time zone are correct in Settings > General > Date & Time.
Note: Time Zone may list another city in your time zone.
Make sure that your iOS software is up to date by tapping Settings > General > Software Update (iOS 5 or later) or connecting your iOS device to iTunes and clicking Check for Update on your device's Summary page.
Check and verify that you're in range of a Wi-Fi router or base station. If you're on a device with cellular service, make sure that cellular data is turned on from Settings > General > Cellular.
Note: If connected to cellular data, larger items may not download. You may need to connect to Wi-Fi to download apps, videos, and podcasts.
Make sure that you have an active Internet connection. You can check the user guide for your device for help with connecting to the Internet.
Make sure that other devices (portable computers, for example) are able to connect to the Wi-Fi network and access the Internet.
Try resetting (turning off and then on again) your Wi-Fi router.
If the issue persists, try troubleshooting your Wi-Fi networks and connections.

You have to put in a credit card number so you can purchase a game thats free or 0.99 cents or higher then you have to fill in other stuff then press next on your ipod touch or computer then it says you have succesifully created an apple id!     We were given this iPod touch from a friend.  Here is what I have done so far.  Reset it back to factor settings.  Added my music.  Set up the wifi through my home internet.  And it keeps telling me that it cannot connect to iTunes.  Don't know what else to do.  Have tried to look on this community for answers and haven't found ones that I haven't tried yet.  I did see somewhere where there was an update for the iPod touch.  It was 4.95 on the iTunes store.  Wondered if that might help.  Don't want to pay for something that won't work.  Thanks!

    There appears to be an issue going on with the App Store right now.
    I can access the store but cannot do a search without first selecting one app and have it pop up in the window, then enter my app into the search field and then struggle through a couple of more steps until apps appear in the list based on the "keyword" in the search bar, and then I can tap on one of those from there.
    Something is wrong on Apple's end is my belief.

    I would try reetting the iPod. Nothing wil be lost.
    Reset iPod touch:  Press and hold the On/Off Sleep/Wake button and the Home
    button at the same time for at least ten seconds, until the Apple logo appears.
