Apple iPad 3 or Apple iPod Touch?

I Want to Get an Apple iPad 3 when I Get My Tax Money cause I Did do My Tax's already or should I Get The Apple iPod Touch? I Have many App Video Games that can Play on My Apple iPhone 4 32GB & i'm looking into getting an Apple iPad or an Apple iPod Touch 64GB & all The iPhone & iPod Touch Games say it can Play on Apple iPad using The Requirements listed below & i'll probably need The Most Up To Date iOS that they have so I Visited some of the App Video Games that I Have & they all have these Requirements for Apple iPad listed below so i wanted to know should I Get an Apple iPad or should I Buy an Apple iPod Touch? cause I Don't want to keep buying App's if I Already have them for My Apple iPhone & then I Have to buy them again for Apple iPad cause every App that I Go to for My Apple iPhone on The Apple iTunes Page has The Requirements for The Apple iPad & I Wanted to know will all The Apple iPhone App Video Games Play on The Apple iPad 3? or will I Have to buy them again just because they are in a Diffrent Area Part of iTunes & i'm forced to buy them again? & why does every App Video Game for iPhone & iPod Touch that I Go to has The iPad Requirements if they have a Special Area for all The Apple iPad App's in Apple iTunes so what is Apple iTunes trying to do? I Don't understand? Please Explain? I Would like to get The Apple iPad 3 or should I Get an Apple iPod Touch? so this does not make everything Confuzing so how does this all work? meaning why do they put The iPad Requirements for all The Apple iPhone & iPod Touch App's for if they have another Area for Apple iPad App's?
Lets just Say I Buy Real Racing 2 for Apple iPhone witch I Have & it say's The iPad Requirements & iPhone & iPod Touch Requirements for The iPhone & Still they have another Area for Apple iPad with all The iPad App's in Apple iTunes so why do they do it that way? so I Must say The Apple iPad 3 must be able to play all the Apple iPhone & Apple iPod Touch App's to unless i'm wrong? so let's just say I Have Real Racing 2 for Apple iPhone so does that mean Real Racing 2 will or Will not Play Real Racing 2 on Apple iPad 3? or will i be forced to buy Real Racing 2 in HD? how does it all work? i'm confused?

Should I Buy Apple iPad 3 or Apple iPod Touch?

Okay, I think what you're trying to figure out is if your apps can automatically be used on all your stuff? Is that right?
That's difficult to answer because:
if you buy apps and have iCloud activated it will work. However, you need to have iOS 5.xx on your devices for iCloud to work:
http://www.apple.com/ipad/ios/
So, you need iOS 5.xx for this to work. If you set up iCloud, you should get iTunes to automatically park your apps on all your devices - at least as far as I know.
It might help for your to make an appointment at the Genius bar and tell him exactly what you have and how you can go about it.
By the way, there is no iPad3 yet...... and if it was me, I'd go for an iPad because the screen is so much bigger - you don't need another screen as big as you already have with your phone?

How do I unlock my apple IPOD touch phone? I have lost the passcode

Restore, if iTunes will let you.  Everything except the password will be restored.  Connect via cable to the computer that you use for sync.  Be forewarned that it takes a long time.  From iTunes, select the iPad/iPod and then select the Summary tab.  Follow directions for Restore and be sure to say "yes" to the backup.  You will be warned that all data (apps, music, movies, etc.) will be erased but, as the Restore finishes, you will be asked if you wish the contents of the backup to be copied to the iPad/iPod.  Again, say "yes."
At the end of the basic Restore, you will be asked if you wish to sync the iPad/iPod.  As before, say "yes."  Note that that sync selection will disappear and the Restore will end if you do not respond within a reasonable time.  If that happens, only the apps that are part of the IOS will appear on your device.  Corrective action is simple -  choose manual "Sync" from the bottom right of iTunes.
If you're unable to do the Restore, go into Recovery Mode per the instructions here.  Also, if you have IOS-7, read this.

If you have forgotten your Restrictions code, then follow the instructions
below but DO NOT restore any previous backup. If you do then you will
simply be restoring the old Restrictions code you have forgotten. This
same warning applies if you need to restore a clean system.
A Complete Guide to Restore or Recover Your iDevice (if You Forget Your Passcode)
If you need to restore your device or ff you cannot remember the passcode, then you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and re-sync the data from the device (or restore from a backup). If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present. Refer to Updating and restoring iPhone, iPad and iPod touch software.
Try restoring the iOS device if backing up and erasing all content and settings doesn't resolve the issue. Using iTunes to restore iOS devices is part of standard isolation troubleshooting. Restoring your device will delete all data and content, including songs, videos, contacts, photos, and calendar information, and will restore all settings to their factory condition.
Before restoring your iOS device, Apple recommends that you either sync with iTunes to transfer any purchases you have made, or back up new data (data acquired after your last sync). If you have movie rentals on the device, see iTunes Store movie rental usage rights in the United States before restoring.
Follow these steps to restore your device:
         1. Verify that you are using the latest version of iTunes before attempting to update.
         2. Connect your device to your computer.
         3. Select your iPhone, iPad, or iPod touch when it appears in iTunes under Devices.
         4. Select the Summary tab.
         5. Select the Restore option.
         6. When prompted to back up your settings before restoring, select the Back Up
option (see in the image below). If you have just backed up the device, it is not
             necessary to create another.
         7. Select the Restore option when iTunes prompts you (as long as you've backed up,
you should not have to worry about restoring your iOS device).
         8. When the restore process has completed, the device restarts and displays the Apple
             logo while starting up:
After a restore, the iOS device displays the "Connect to iTunes" screen. For updating
to iOS 5 or later, follow the steps in the iOS Setup Assistant. For earlier versions of
iOS, keep your device connected until the "Connect to iTunes" screen goes away or
              you see "iPhone is activated."
         9. The final step is to restore your device from a previous backup.
If you can not restore your device then you will need to go to recovery mode.
Placing your device into recovery mode:
Follow these steps to place your iOS device into recovery mode. If your iOS device is already in recovery mode, you can proceed immediately to step 6.
         1. Disconnect the USB cable from the iPhone, iPad, or iPod touch, but leave the other end
of the cable connected to your computer's USB port.
         2. Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the
red slider appears, then slide the slider. Wait for the device to turn off.
If you cannot turn off the device using the slider, press and hold the Sleep/Wake
and Home buttons at the same time. When the device turns off, release the Sleep/Wake
              and Home buttons.
         3. While pressing and holding the Home button, reconnect the USB cable to the device.
The device should turn on. Note: If you see the screen pictured below, let the device
charge for at least ten minutes to ensure that the battery has some charge, and then
             start with step 2 again.
         4. Continue holding the Home button until you see the "Connect to iTunes" screen.
When this screen appears you can release the Home button.
         5. If necessary, open iTunes. You should see the following "recovery mode" alert:
         6. Use iTunes to restore the device.
If you don't see the "Connect to iTunes" screen, try these steps again. If you see the "Connect to iTunes" screen but the device does not appear in iTunes, see this article and its related links.
    Additional Information:
Note: When using recovery mode, you can only restore the device. All user content on the device will be erased, but if you had previously synced with iTunes on this computer, you can restore from a previous backup. See this article for more information.

    Welcome to the Apple community.
You might try to see if you can change your security questions. Start here, change your country if necessary and go to manage your account > Password and Security.
I'm able to do this, others say they need to input answers to their current security questions in order to make changes, I'm inclined to think its worth a try, you don't have anything to lose.
If that doesn't help you might try contacting Apple through Express Lane (select your country, navigate to iCloud help and enter the serial number of one of your devices)

The iPod's firmware is corrupt. You'll need to restore it again in iTunes. If necessary, place the iPod in recovery mode for iTunes to recognize the device. Use the instructions in this Apple support document to walk you through the process of placing the iPod Touch into recovery mode.
