Apple is making me pay to update free apps OR apps that have already been purchased, More than once??!!

I have Recently been trying to update several apps of mine, and when i click update all, or one at a time, it takes me straight to my billing information. Then after that it says i need to pay to update my apps that have already been purchased or apps that i have gotten for free, i have never used a credit card to buy apps, i have always just used iTunes Cards to Redeem apps. However, when i took my iPhone 5 with iOS 7.1.1 to the apple store, the "geniuses" have told me i have outstanding payments on an app so in order to update them, i need to go and purchase more itunes cards.. So i have went out and bought about Three 20$ itunes cards hoping that by using just 1 card - it would fix the problem im having. but it isnt. ALSO if i purchase an app without having the same amount of what it costs it will not let me buy/download it, so how can i have to pay for apps that are already on my phone?? MOST THAT ARE FREE. Can someone please help me solve this issue that actually knows what they are doing?! thanks..

No. That's not what it says. What is the EXACT message you get?

Um... yeah... That's the way it works. If you want to buy something, you have to have enough to actually pay for it.

Yes as long as they are signed into that Apple ID. Apps are always tied to the ID that was used to purchase them. But it is never a good idea to change an Apple ID. If you get a new email address and change the name that you use for the Apple ID, that's something different, but creating a totally new ID is not advisable.
You will always have to be signing in and out of the two ID's on the iPad and when you sign into another ID and download content with that ID, you lock yourself out of the other ID for 90 days.

*61 series nVidia-based ThinkPads from late January through July of 2008 are a 50/50 shot, since the old chips were mixed with the new ones. Any machine built in August and later can be deemed "safe".
As for the forums (I don't do feebay) there are people who sell genuine, properly-tested planars. However, these do not come at bargain basement prices, and with a good reason if I may add.

TS3623 I keep getting a message from Apple T.V. saying "this content cannot be played on this Apple T.V." when I am trying to view a movie that has already been dowloaded to my IPAD

HT203167 What happens when you pay for a movie rental on iTunes that does not play for more than a few seconds?

I rented a movie but it only played for a couple of seconds and then it stopped and kicked me back to the iTunes rental page again. This is after I rented the movie earlier in the day on my iPad and discovered I could not play it back through my Apple TV. What do I do now? Do I keep trying to rent it again and again, each time incurring a new rental fee?

Apple doesn't sell insurance. Talk to your insurance company. The warranty does not cover accidental damage or abuse.
If you purchased AppleCare+, you can get up to 2 discounted (US$49) replacements over the course of 2 years for user inflicted damage. Sounds like that's not what you have.
As I said, talk to your insurance company.

The Early 2011 MacBook Pro shipped with Snow Leopard, so these are not the Mac App Store versions of iLife, they are the boxed software versions.
If they are in an iWork '09 folder take them out and let them loose in the Apps folder. Then reindex your HDD.

UPDATE: it is possible to remove an iCloud affiliation from a device when the maximum number of free accounts has been used. I used the "reset and erase" option from Settings | General | Reset | Erase All Content and Settings. When this was finished, the iPod was like new - not just "restored" as we can do within iTunes and I had done with this device - it was legitimately restored. I signed in with my son's newly created Apple ID and it was accepted and now the device works like a charm. It also still uses my Apple ID and password for the iTunes and App stores, however I have restrictions in place to prohibit him from downloading or buying any content. I hope this helps anyone else that has reported this question.

When I try to update a message says that there are purchases that hav not been down loaded to my library? As far as I know I haven't purchased anything from itunes as it would not let me until i upgraded! Totally confused would it be anything to do with purchases made on my computer through e-bay? When I am trying to upgrade my iphone to IOS7.0.2 by connecting my my iphone and macbook, it shows "There are purchased items on the iPhone “asingh’s iPhone” that have not been transferred to your iTunes library. I appreciate the answer, but what you describe is not entirely accurate. First, to even see view, you have to enable the menu by clicking on the icon in the upper left. View allows you to show the sidebar.
Second, you will NOT see your devise listed in sidebar or anywhere else. Instead, you have to click on "devise" from the sidebar menu, wait a minute, and then it will finally show up under "devise." Or maybe it just takes a minute to show up whatever you do.
Third, right clicking on your devise will take you to a menu with "transfer my files" on it, but then iTunes will refuse to make the transfer. Instead, it will tell you that <your apps> on your <devise> could not be transferred to iTunes "because you are not authorized for it on your computer." Apple unhelpfully suggests going to store> authorize this computer. There is a "store" menu item on the sidebar, but it has no "authorize this computer" sub-menu. Instead, go to the horizontal menu at the upper left, and THERE you will find "store" and the "authorize this computer" sub-menu. Now you can transfer your files, to who knows where.
My iPhone 5 is my first Apple devise. So far my experience has been, to do A, which must be done right now, you must first do B. To do B you must first do C, which is unexplained save in answers in user forums. To do C you must first do D, which, after several hours of research and puzzle solving, can eventually be done.

My iCloud error message when I try to sign in, the maximum number of free accounts have already been activated on this iPad. Someone please tell me what I can do to solve this problem, I would really like to back up my iPad in case anything was to happen. If a solution is not available, does anyone know of an app I can download/purchase to back up everything?

Welcome to the Apple Community.
Unfortunately once all the 3 iCloud accounts have been created on your mobile device, you cannot create any more regardless of what you do. You will need to re-use one of the accounts that you have already created or create your new account on another device or computer.

Apple told developers they were removing that service over two years ago. The developers that depended upon it should have done something about it.
Why did they remove it? My guess is because it was pretty crappy, was difficult to maintain, and wasn't a good solution for multiple devices that could get the info without tethering to a "base" Mac.
