Apple mobile device service isnt connected?

i have a windows 7 laptop and when i plug in my ipod touch and i tunce appers it says that itunes moblie device service isnt connected. I found out how to start it up again by going onto services, i was able to stop the service but it wont allow me to start it. what do i do? as i cant acess my itunes now?
