Apple Store unlock foreign iPhones?

I am an English guy currently living in Mexico and my friend from Canada brought me back an iPhone 4s from Canada because its about 5000 pesos (550 USD) less than here and easier to purchase (I recently wrote a post on how hard it was to get an iPhone here - stores do not stock them and the banks don't accept most kinds of bank payment, only very few) but it is not fully unlocked. Since it is locked to Canadian carriers (or one specific, I assume, i'm not sure as I won't have the phone in my hands until tomorrow) will the iStore unlock it for me to be able to use here? If they don't it isn't too much of an issue as I can get it unlocked via a less legitimate means but I'd rather do so officially.

Apple will not unlock an iphone for anyone at all, anywhere.
ONLY the carrier to which it is locked can unlock it  no one else.
Contact the Canadian carrier and ask them if they offer this service.

    No.  Apple does not unlock phones and there is no unlock code.  Only the carrier to which the phone is locked to can authorize the unlock, so contact them.

    No they cannot. Only the carrier the device is locked to can authorize an unlock. Also, even if you got the device unlocked, it will not work with another domestic carrier in the US. That would only unlock the SIM side for international carriers.

    Only the provider can unlock the phone and pass the unlock info to Apple. This info will be added to a database and you'll be able to use another SIM when you connect to iTunes after you have been notified that the phone is now unlocked.

    Are you trying to open the App Store or www.apple.com/store? Either one you need Internet connectivity.
    It might be that you have restrictions enabled as well.

    Mobile Me was withdrawn well over a year ago. If you still see Mobile Me in your system preferences it is because you have an old operating system.
    iCloud has replaced mobile me, but you would need OS X 10.7.2 or better to use iCloud.

    You need iTunes 11.1 or higher. Then follow the directions here to force the phone into recovery mode & restore it:

    If you want, you can also use this computer to login to iCloud.com, locate the phone, then erase it. This will also remove the passcode.

    Welcome to the Support Communities!
    I would suggest you transfer your iTunes purchases from the iPhone to the computer first.
    Then in your iTunes library on the computer, find and remove the duplicates.
    Then resync to your Nike.
