Appstore - Payment Information Review - Billing ID Failure

Unsuccessful loop with Paypal and Appstore
Everytime I try using Paypal.com to send Appstore a "Billing ID", it tells me there was a problem.  Appstore suggests using a different browser, but I have tried using both Safari and Google Chrome.  Appstore is not able to successfully communicate with either.
After logging into Paypal.com manually, I found that Appstore created a billing agreement everytime the process was run.  Now I have multiple "Preapproved Payments" in my Paypal account.  What is my Appstore's problem?  Why does Appstore deny me a "Billing ID" input field to manually confirm my approval?

    Good day!
    Now, I've updated my Payment Information's Billing Address due to some changes on my Credit Card's billing address. I am from the Philippines and all the provinces here are represented by "3 letters". But how come there's an error showing up "Please enter at most 3 letters or numbers for state" when it's 3 letter already?
    Moreso, is there a way to remove your Credit Card account in your Apple account?
    I've been searching for this and the solution is nowhere to be found.

    No, those logs are deleted when you abort the restore.

    If there's a problem, make detailed notes so you can tell us exactly what didn't happen the way it says, and on which step. If it hangs, note the contents of the last few lines of the log.

    Who do I need to contact about making sure ITunes is billing the correct account.  Correct billing information is showing in iTunes payment information but iTunes is still billing my old bank information that I iTunes shows as updated.

    Thanks, but that allows me to change the "Name:" of the iPhone (e.g. "Joe Smith's iPhone" to "Frank Drebin's iPhone", not the phone number that iTunes shows.

  • Has anyone had an email saying Adobe can't bill using current payment information.

    Has anyone had an email from Adobe saying they cannot bill using current payment information on the account? I haven't made any changes and they have been happily taking the monthly subscription for many months. There are no issues with my payment information and the bank cannot find an attempted transaction from Adobe. I'm out of the country at the moment and cannot call their 800 numbers. Is there a number (not the 800 type) that can be used by international callers?

    Payment was attempted on March 21st & 22nd but it wasn't authorized.  Could you possibly check this with your bank in case they're blocking the payment for any reason.

  • Keeps asking to "review billing information"

    I've searched for this error and I have tried the solutions I have found so far with no luck. I'm trying to order an iphoto card from iphoto 9. It keeps asking me to update my account information and review my billing information. (like many others have had)
    I try to order the card and get the "review billing error" I go to account info and go through the 3 steps. Adding in my security code since that is what is empty.
    I look over my address info and it after clicking "ok" it says the address does not have the right combination of city/state/zip. If I click "add new address" and enter in the exact same address, it then goes through. I click on "buy card" and I'm right back to the "review billing information again!" So far I have
    restarted my mac
    restarted iphoto
    waited overnight and tried the next day
    trashed iphoto prefs
    logged out of my account in itunes and logged back in
    logged into my account in itunes and re-entered my information and saved
    tried the apple suggestions at their site
    tried ordering from my mac at work logged in under the same apple ID
    I'm out of ideas...thanks for any suggestions

    The wrong zip code suggests your connecting to the print products store in the wrong country.
    What are your settings in the iPhoto Preferences > Advanced panel for the country of the Print Products Store? Is it the same country as in your Apple ID, Billing address, and Shipping Address?
    And have you enabled Express Checkout at the Apple Store?
    Look at the black title bar at the top of this page. There is a store menu to the left. Click it to open the page of the Apple Store. On the next page click the head icon to the left of the shopping cart to open the settings for your account. There you can enable the Express Checkout settings at the link "Update Express Checkout Settings".

    How did you create the account ? If you followed the instructions on this page when creating it then you should have got the 'none' option : http://support.apple.com/kb/HT2534
    e.g. on a computer's iTunes, if currently signed into an account then you logged out of it, and you then found a free app in the store and clicked on its free 'price' :
    And then clicked on 'create Apple id' on the popup :
    When I tried that process to create an account a few days ago I got the 'none' option on the payment details screen.
    If you didn't use that process then you will need to create a new account using it (the instructions won't work with an existing account).

  • I cancelled my debit card that is associated with my itunes account but now i cant download my purchases and tells me payment information is incorrect. On top of that i cant not see the "none" option while editing billing information

    cancelled debit card associated with my itunes account, recently redeemed a $50 gift card and used about $40 halfway through downloading the purchases a message appeared saying incorrect payment information. I all the purchases can be downloaded for free but it asks me to sign in and i hit the sane wall saying payment information is incorrect. i tried removing cancelled debit card from billing information but i can not find the "none" option when i click edit. any help would be appreciated.

    What country are you in ? If you are in the US then you can only use the US iTune store, and you can't use a Canadian credit card with the US store - a credit card needs to have been issued by a bank in the country where you are.
    If you are in Canada then remove your old credit card from your account and then update your country/region and billing address on your account e.g. by tapping on your id in Settings > iTunes & App Store on your phone and 'view Apple id' on the popup, or via the Store > View Account menu option on your computer's iTunes

    If you want to select None and remove the payment information or credit card from your account, follow these steps.
    Using an existing iTunes Store or App Store account
    If you have an unpaid balance or payment due, you can't select None as your payment type. To see which order you need to pay for, view your purchase history. When you sign in to the store, you may see a message that there was a billing issue with your last order. Click the Billing Info button to see the order.
    After you pay for the order, you can change your payment information to None.
    Creating a new iTunes Store or App Store account
    When you create a new store account or sign in with an existing Apple ID (that you haven't used in the store), you must provide a payment method. If you want to remove the payment method after you create the account, you can change your payment information to None.
    If you want to create an account with a new Apple ID, follow these steps to create an account without a credit card.

    If you have a current iCloud ID that is a newer version of the old ID (and not an entirely new ID), go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID.  Click edit next to the primary email account, change it back to your old email address and save the change.  Then edit the name of the account to change it back to your old email address.  You can now use your current password to turn off Find My iPhone and delete the old account.  Then go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was.
    If the old ID is not an older version of your current iCloud ID, you'll have to contact Apple for assistance resetting the password, either by going to https://expresslane.apple.com, then click More Products and Services>Apple ID>Other Apple ID Topics>Lost or forgotten Apple ID password, or by contacting the Apple account security team: http://support.apple.com/kb/HT5699.
