AppV5.0 sequencing a web app but App not applying IE proxy setting when published.

Question

 Hello all,
I am using AppV5.0 SP1 sequencer to capture a customized IE/Java 6.32 app. The capture of the Java install is great and works perfectly as well as the IE shortcut, my problem starts with the
IE proxy, I would like to get a dummy nonexistent proxy to prevent outside internet access (Outside access is locked down through the proxy). Every time I sequence the app I have the registry settings necessary to set a proxy setting under the AppV current
user registry settings, but when the app is published it's almost as if the system local or GPO applied settings overwrite the AppV sequenced settings.
What am I missing in these steps to have my sequenced proxy settings stay and not get overwritten by the system applied GPO?

GPO always takes presedence.
