ASP Variables and VBSCRIPT

Question

Here's one for the group. I've got a vbscript that functions in command-line mode performing a query in the OnDemand opportunity object and returning the requested data. The OpportunityId is passed as an argument on the command line and it works very well. I've converted the vbscript over to ASP and changed the way the argument is resolved to accomodate ASP. If I execute the code with a "hard-coded" OpportunityId it works just fine. The following is just one line of the code I'm working with.
SoapStr = SoapStr & "<opp:OpportunityId>='AAPA-22O59N'</opp:OpportunityId>"
If I change the string concatination to use an inherited value for the OpportunityId like this:
SoapStr = SoapStr & "<opp:OpportunityId>='" & RowId & "'</opp:OpportunityId>"
the process fails. Looking at the outbound SOAP statement it looks fine, but the return from OnDemand is exactly as if the variable never makes it through the system. I get an XML header and an XML footer back with no data in between.
Is anyone aware of something special that's needed to get the string out of the ASP with a properly formatted query statement? I'm pulling my hair out over this one - and I don't have that much left.

I pick the variable up from the incoming URL:
http://localhost/opp2quote.asp?RowId=AAPA-22059N
and it resolved in the ASP by:
RowId = Request.QueryString("RowId")
The whole strSOAP goes out as the following type:
setRequestHeader "Content-Type",  "text/xml;charset=UTF-8"
