AXIS escapes & in & but i don't want

Question

I'm sending though AXIS Messages with german umlauts. The Webservice doesn't accept them. it expects escaped sequences.
For example the German � must escaped to &x#DF; in the xml-text.
e.g:
i don't like the � ---->must be transfered----> i don't like the &x#DF
Axis convert the String in ---> i don't like the &amp ; x#DF
how can i solve that problem ???!!!
i tried out everything so i need you help

OK. After finding a workaround (see below), I believe that the problem really is the settings through which the DVD was created. I went back through previous DVDs I’ve been given and had no problem importing them into PE13.
However, I did want to share with you how I worked through this.
First answers to your questions:
Yes, I was given a DVD-RW. The video itself was shot in standard 4:3.
Yes, the DVD has VOB files on it. There are actually 5 separate VOB files, as it is an hour long show.
I got the information about frame size of the DVD VOB file (852 x 480) from right-clicking the file and looking at the properties.
I got the information about frame size of the file after the Video Importer pulled it in (540 x 480) from right-clicking the file within Elements Organizer after it was imported.
When I did what you suggested, changing the settings to the FLIP settings, it still did not import correctly. The frame was still cut off.
No, I do not believe the aspect ratio is correct, looking at other videos I have posted of this show/broadcast.
I did salvage it, though. Here’s my workaround.
At some point while working through all of this, I converted the VOB files to AVI files (with Freemake Video Converter, which I promptly uninstalled due to the presence of some unwanted tagalong software).
I imported the converted AVI file into DivX Converter (with the 15-day trial of MPEG-2 Converter) and converted that to an MP4 file.
I then imported the MP4 file into PE13.
I tried various project settings, but preferred the NTSC DV Widescreen project setting. Saved the finished file as an MPG.
Took down the other video from YouTube and am uploading the new one.
I truly appreciate your sincere efforts to help me through this. Again, I believe this problem is because of the settings through which this particular DVD was burned.
