BB Speeds - or should I say BB SLOWS

Question

Have tried to get anywhere need the 3.5Mbps that I was promised ever since we had the broadband but to no luck.
Not an issue really as not heavy internet user but it is becoming annoying when connection is too slow for Skype.
I use Skype to speak with my daughter and grandchildren in Australia
I even checked website for ways to improve speed and ordered and fitted the broadband booster from BT. 
Since fitting this my average speeds have actually dropped from 0.5Mbps to 0.4Mbps.
I am so glad I ordered the Broadband booster.
Please can someone help me?

I get the following message when trying to run the BTSpeed test.

The above results are in the test socket.

So bettter without the accelerator, but still much less than the 4+MBps that I should get.
Any ideas other than just use the test socket????
