Best security features for iPad mini at high risk for theft?

I'm giving my disabled sister (mental disability) a new iPad mini for Christmas.  I bought her the $300 WiFi-only model.  She lives in a group home 800 miles away.  She doesn't own a computer or have easy access to a computer (she uses the computer at her local public library).  She usually goes to restaurants and malls to get a free WiFi signal.  She's also an easy target for thieves because her disability is clearly visible.  Regardless, I want to giver her this device.  She's fairly responsible - she never lost the iPod Touch I gave her years ago. 
How should I set up her new iPad mini, before mailing it to her, to give her the best possible protection against loss/theft?  I am aware of iCloud and FindMyiPhone, which I use often.  Should I add my sister's new iPad mini to my existing iCloud account, even though we live far apart?  She could then call me whenever she loses it, and I can find it for her by using the FindMyiPhone app.  However, I'm worried about sharing an iCloud account with her -- that she may possibly download music/purchases to her iPad mini by accident, that will be charged to my iTunes account. 
Are there other apps that I can install on her iPad mini, or unknown features that I can turn on, that will help me or her find her lost/stolen device?  Remember, she will most likely need my assistance, from 800 miles away, to recover it.  
I will also consider buying insurance for her if prices are reasonable and coverage includes loss/theft.

If you use your iCloud account, then she will also share your email, contacts and so forth.  So that both of you can have privacy, why not make her a new AppleID, create a new iCloud account for her, but you keep the password so you can login to her iCloud to track her device or remote wipe it and so forth, if ever needed.
She could then use that same AppleID for her own iTunes or App store purchases, and you could even use the allowance feature to control the spending on it, so she cannot get into trouble by mistakingly over-spending (of course she will need the password for that, but she is not likely to change it I imagine, so you would still be able to use it as well).  If you feel it necessary, you can also enable restrictions with a passcode only you know, and disable in-app purchases or set up other restrictions like that if you worry she may unknowingly work up a tab in purchases without realizing they were for fee items.
Another thing you may want to set up is two-step verification of her AppleID, with your own iPhone or iPad as (at least one of) the trusted devices.  The advantage is two-step removes the security question feature for an AppleID, and gives you a verification code that will ensure you can always recover her AppleID no matter what.
You should also put a passcode on it, and set the passcode lock to come on immediately (that is, it becomes effective the moment the screen sleeps or is put to sleep manually with no time out or delay).  Your choice whether to also set the device to auto-wipe content after several failed passcode attempts.
Other than that, I think that is about as secure as can be for any iOS device.  If she does not mind, she could even use a complex passcode instead of the simple 4-digit one - maybe something derived from a phrase she can easily remember ("Thanks for the iPad!" = T4tiP! or something like that).
Just a P.S. while Apple's own AppleCare+ does cover accidental damage, beware that it does not cover loss or theft.  So if you do want insurance, you will need to buy it from a 3rd party vendor.

    The quickest way (and really the only way) to charge your iPad is with the included 10W USB Power Adapter. iPad will also charge, although more slowly, when attached to a computer with a high-power USB port (many recent Mac computers) or with an iPhone Power Adapter (5W). When attached to a computer via a standard USB port (most PCs or older Mac computers) iPad will charge very slowly (but iPad indicates not charging). Make sure your computer is on while charging iPad via USB. If iPad is connected to a computer that’s turned off or is in sleep or standby mode, the iPad battery will continue to drain.

    Generally, you can choose to convert files to MP4 format using utilities like Handbrake, Format Factory, etc. They are all free.
    I have get a PS3 and iPad 2 years ago, sometimes I need to convert files to AVI for my PS3, so I choose a professional converter called AppGeeker. (while handbrake only output mkv and mp4 format, and FF reduces amount of quality of video)

    ‘iPad is disabled’ fix without resetting using iTunes
    Today I met my match with an iPad that had a passcode entered too many times, resulting in it displaying the message ‘iPad is disabled – Connect to iTunes’. This was a student iPad and since they use Notability for most of their work there was a chance that her files were not all backed up to the cloud. I really wanted to just re-activate the iPad instead of totally resetting it back to our default image.
    I reached out to my PLN on Twitter and had some help from a few people through retweets and a couple of clarification tweets. I love that so many are willing to help out so quickly. Through this I also learned that I look like Lt. Riker from Star Trek (thanks @FillineMachine).
    Through some trial and error (and a little sheer luck), I was able to reactivate the iPad without loosing any data. Note, this will only work on the computer it last synced with. Here’s how:
    1. Configurator is useless in reactivating a locked iPad. You will only be able to completely reformat the iPad using Configurator. If that’s ok with you, go for it – otherwise don’t waste your time trying to figure it out.
    2. Open iTunes with the iPad disconnected.
    3. Connect the iPad to the computer and wait for it to show up in the devices section in iTunes.
    4. Click on the iPad name when it appears and you will be given the option to restore a backup or setup as a new iPad (since it is locked).
    5. Click ‘Setup as new iPad’ and then click restore.
    6. The iPad will start backing up before it does the full restore and sync. CANCEL THE BACKUP IMMEDIATELY. You do this by clicking the small x in the status window in iTunes.
    7. When the backup cancels, it immediately starts syncing – cancel this as well using the same small x in the iTunes status window.
    8. The first stage in the restore process unlocks the iPad, you are basically just cancelling out the restore process as soon as it reactivates the iPad.
    If done correctly, you will experience no data loss and the result will be a reactivated iPad. I have now tried this with about 5 iPads that were locked identically by students and each time it worked like a charm.

    Try this now.
    Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

    iCloud is designed to maintain app specific content (documents in Pages, for example), synchonization of some information (contacts, Notes) and to back up the iOS device.It will not serve you well as an "in the cloud" hard drive.That isn't its intent.And you cannot run applications from it.
    Any app or itunes item you purchase can be deleted from the iPad and re-downloaded at any time (assuming internet connectivity, of course), from thier respective stores. But, any data stored will be lost when you delete the app.
    For data, you can use cloud based service such as DropBox (within some limts).
    Games will vary greatly in size, but will be far smaller than video files.On a 16gb ipad, 6 movies might be pushing it, but you could probably mange 4 or so.
    The price difference between 16 and 32Gb is I beleive about  £80. You might be better of saving up a bit before making that purchase. The only otehr options (such as external Wifi enable hard drives for media) will run you considerably more than that.
