Best way to completely reformat old machine for resell?

I've upgraded to a MacPro tower (2.66 GHz) from my circa-1999 Mac Power PC G4 tower and I'm wondering what is the best approach for completely erasing the old machine's hard discs (yes, I installed a second disc!) and reformatting them to Mac OS 10.4.8 for resell to another user.
I have the original discs from Mac OS Tiger (10.4.3) in the box, but I know there were a few revisions up to 10.4.8. The machine currently has 10.4.8 on it, but I want to completely re-format the drives and re-install a bootable copy of the most recent version on it for whomever I sell the machine to, whether it be a co-worker, someone on eBay or other.
What's the most pragmatic approach to doing this? Should I just re-load OS 10.4.3 on the machine and let the future owner deal with the updates, or is there a way I can do a fresh install of 10.8 so that they're ready to go "out of the box" once the prompts come up?

Király summed up the legalities perfectly for you so i'll skip that part. Assuming you're including everything Király mentioned then I would suggest doing the following:
1. Boot to the Tiger Install disk and run Disk Utility from under the Utilities menu.
2. Zero out the data for some protection against someone else recovering your data off the hard drive. If you're mildly paranoid then choose the 7-pass. If you think the FBI is after data on your hard drive, then use 35-pass.
3. Install Tiger OS X 10.4.3 normally.
4. Run through the Setup Assistant and create an account called "temp" and make the password "temp". Use obviously false personal information when required. I like to use Santa's address at the North Pole.
5. Connect it to the internet and install the 10.4.8 combo update. Feel free to install all the updates if you like.
You can sell it just like this and tell the new owner they can create a new User account and delete the temp account, or you can boot to Single-User Mode and type rm -rf /Users/temp followed by the Return key. This will remove the temp user folder. If you do this, then you'll want to do the following to re-activate Setup Assistant:
While you're still in Single-User Mode type these and press Return after every line.
1. mount -uw /
2. cd /private/var/db/netinfo
3. mv local.nidb local.old
4. rm ../.AppleSetupDone
After pressing Return at the end of the last line, shut down the computer and when the next owner turns it on the Setup Assistant will start, just like they brought it home from the store.

    Prepare Your Mac for Sale
    Boot from the OS X Installer Disc One that came with the computer.  After the installer loads select your language and click on the Continue button.  When the menu bar appears select Disk Utility from the Utilities menu.  After DU loads select the startup volume from the left side list then click on the Erase tab.  Set the format type to Mac OS Extended (Journaled) then click on the Options button.  Select the one pass Zero Data option and click on the OK button.  Then click on the Erase button.
    Note: You can skip the Zero Data option if you are not concerned about removing sensitive personal data from the hard drive.  If you choose to skip this part of the process then it is possible for others to recover data from the hard drive.  The Zero Data procedure will prevent others from getting access to your personal information.
    This process will take 30 minutes to several hours depending upon the size of the hard drive.  After formatting has completed quit DU and return to the installer.  Now complete the OS X installation.  At the completion of the installation do not restart the computer.  Instead just shut it off.  The next user will be presented with the Setup Assistant when they turn on the computer just as it would if new out of the box.

    That's a good question!  It's a trick question too!
    Here's my thoughts on this...
    It's not as obvious as one might think.  You certainly don't want to do a secure erase (heck, you never need to do a secure erase unless maybe you want to sell the machine).  And even a simple reformat is quationable.
    It's not that these things won't work.  It is just that the flash cells are not going to be reused unless there are no unused flash cells available.  So you end up installing in unused flash cells which is not the same as when it was actually new.
    So I don't know the answer here. 
    Note, I do recall the MacPerformanceGuild has some tool for reconditioning ssd's but I have to find it again and if I recall there was something that bothered me about its description.
    Time for some google searches.

    Hand washing works well, but can be tedious.
    If you decide to machine wash, make sure of a few things:
    - Use warm water
    - Do not wash with towels or undergarments. The microfiber cloth will pick up every bit of lint from them.
    - Wash it with similar color items.
    - Use regular soap, but don't use bleach or fabric softener. The bleach can damage the cloth (and the Apple cloth is black anyway, do you really want a spotted cloth?) and the fabric softener will reduce the effectiveness of the cloth.
    - Hang it up to dry or dry it on the lowest setting of your dryer. I am not certain about the Apple cleaning clothes, but other microfiber clothes have been known to actually melt in the dryer if it gets too hot.
    To hand wash:
    - Put the cloth in a bowl with a tight fitting lid, add a little soap. Either dish soap or laundry soap will work, you don't need much.
    - Close the lid tight & then shake the bowl hard for a few minutes. Find a 3 year old, they'll love to help do this.
    - Remove the cloth & rinse it well, making sure the water runs clear.
    - Air dry flat or throw it in the dryer at a low setting.

    Well there is a cost too in not being able to find all your images in a single step, and inconsistencies soon develop - eg a keyword is plural in one catalogue, singular in another. Speed or stability issues are not simply related to catalogue size, and I've seen decently-performing catalogues 50% bigger than yours (as well as slow ones of a few hundred images). Have you optimized the catalogue recently?
    But if you think it's a good idea to fragment control of your picture collection.... Presets will be carried over to a new catalogue as they belong to the machine (unless you have the save with catalogue preference turned on). Keywords can be moved via the Metadata > Export and Import Keywords command. If you have lots of collections and smart collections, then maybe make a copy of your existing catalogue and then remove all the items from it - making sure you don't trash them of course.

    depening on what OS you're running you should be able to reinstall it without charge since it's part of the operating system. if running 10.6.8 or earlier you will need to use the applications install disc if there is one or if you only have one disc you can put it in and do a reinstall of the OS which will put the iphoto back on. if running 10.7 or 10.8 can sign into the app store w/ the same apple id that is associated w/ the mac and it should show in your purchases for you to reinstall it. you may need to click on the accept button if it appears next to the iphoto in your purchase listing.

    Deleting the application from your /Applications folder is sufficient. There are sample projects in /Library/Application/Aperture you may want to get rid of as well, as they take up a fair bit of space.

    Buying more hard drive space is a very valid option, here.  Editing takes up lots of room, you should never discount the idea of adding more when you need it.
    Another possibility is exporting to MXF OP1a using the AVC-I codec.  It's not lossless, but it is Master quality.  Plus the file size is a LOT smaller, so it may suit your needs.

    Use PShop for images only.  Use DW to create your tables and inline CSS styles.
    Many e-mail clients do not show images for security reasons.  So graphics heavy e-mails are not an optimal way to communicate with your mailing list.

    (On our old/current system (Panter), achieving this was quite tricky thing! A posting by Scott Radloff explained step by step how to use Netinfo, then Terminal and finally TinkerTool. I hope it's easier now!)

    Sharing the iPhoto library via the Shared Folder cannot be done in 10.5.
    There are two ways to share, depending on what you mean by 'share'.
    If you want the other user to be able to see the pics, but not add to, change or alter your library, then enable Sharing in your iPhoto (Preferences -> Sharing), leave iPhoto running and use Fast User Switching to open the other account. In that account, enable 'Look For Shared Libraries'. Your Library will appear in the other source pane.
    Remember iPhoto must be running in both accounts for this to work.
    If you want the other user to have the same access to the library as you: to be able to add, edit, organise, keyword etc. then:
    Quit iPhoto in both accounts
    Move the iPhoto Library Folder to an external HD set to ignore permissions. You could also use a dmg.
    In each account in turn: Hold down the option (or alt) key and launch iPhoto. From the resulting dialogue, select 'Choose Library' and navigate to the new library location. From that point on, this will be the default library location. Both accounts will have full access to the library, in fact, both accounts will 'own' it.
    However, there is a catch with this system and it is a significant one. iPhoto is not a multi-user app., it does not have the code to negotiate two users simultaneously writing to the database, and trying will cause db corruption. So only one user at a time, and back up, back up back up.

    OK, I'm sure the answer is somewhere in this forum but each part is so spread out and I'm getting the sequence mixed up on the best way to make the transition to Tiger in consideration of my current setup. So, thanks in advance for being patient and for the help in general!
    I have three partitions in my current HD (1Gig PB 15" Ti, max RAM). One has just system and apps, the other two are just files. Due to my lack of foresight, I severely underestimated the need for more room for my apps.
    Ideally, I'd like to wipe everything clean and install Tiger fresh, this time with two partitions and lotsa room for my system.
    I just purchased a FW drive where I've dumped all my non-system files. Now I wish it were a simple matter of dragging and dropping items from my old Home folder to my new one, although I've saved a LOT of supplementary data for my apps and Lord knows what else. I use Entourage. I MUST get it up and running with all the mail and folders migrated correctly to Tiger. I have a huge number of important documents saved there.
    So what's the most efficient, yet most comprehensive route?

    I suggest reformatting the FWHD into two partitions, to mimic your proposed setup. Then, use something like Carbon Copy Cloner, SuperDuper!, etc., clone (make a bootable copy) of your current boot volume to one partition, copy the data from the other two to the second partition, boot into the clone, and ensure that it looks and feels exactly like the original. Then, reformat/partition the internal HD, clone the FWHD clone to one partiton and copy the data to the other. Now, boot with the Tiger install disk and upgrade one or the other boot volumes. This leaves you with what you currently have and the new Tiger system. Run Tiger for awhile and if you run into any problems, you can revert backwards. If it looks good, then clone Tiger back to the FWHD.
