I changed the pin on my credit card.
There is a billing problem with a previous purchase
So i am asked to reenter the security code
When i enter the new one it wont accept.
What do i do?

You have to email iTunes Store Support about this issue now. You can get started here. Change the country in the upper right if necessary.

You can contact the iTunes Store Customer Service department at no charge using the form on their Support page (select the category and subcategory closest to the issue you're reporting and you'll find an "Email Us" button) and explain your problem to them.

So when I go to update my apps and/or purchase them, a pop up comes up saying 'There is a billing problem with a previous purchase. Tap continue and sign in to view billing information.' So I press continue and sign in, then it goes to my 'Payment Method' page. In red writing below, it says 'There is a billing problem with a previous purchase. Please enter another payment method.' Because I used a MasterCard for my last purchase, it won't let me change it. I redeemed my account from an Itunes gift card to $20 but I cannot use it as it doesn't give me the option of using it. My only billing options are either a Visa Card, MasterCard or Amex Card. Please help me if possible!!!
same here. i was using a visa card ...now i can't because of this "error". my account is not empty, info is correct, don;t understand why this is happening. Two days ago it was working fine, then i wanted to update an app, and this stuff begins.

I have a £50 gift voucher and I tried to buy something with it, but it tells me there was a billing problem with a previous purchase and makes me put in my debit card details. My debit card has no money atm, can't I just pay with my voucher for the things that have a billing problem? I tried to put my voucher code in again but it won't let me do that.

If you go beyond the credit from a gift card the balance will be billed to your credit card account. -
There is a billing problem with a family member's previous purchase
I recently updated my credit card expiration date and CID. This credit card is the authorized shared payment medium for my "family" group.
I am the family organizer and two other individuals are "adults".
Now, when attempting to update applications via the app store on my own devices, I get the following error message:
There is a billing problem with a family member's previous purchase. Ask the family organizer to update their billing information.
I have a valid card entered and the rest of my billing information was accepted via the apple store.
Thoughts?SAME PROBLEM, BUT STARTED WITH: What I figured out how to do (ON MY OWN) while on hold with Apple all day yesterday. You have to actually END THE FAMILY COMPLETELY. From there, make sure you add a CREDIT, not a debit, card to the account as your primary source of funds. Now, that should correct everything, right?!? The whole reason I was having to do this was due to the fact that Apple now allows 'child accounts', so I didn't have to make my 9 and 11 year old children appear to be 13 just to have an appleID. This birth-year change can be done at appleid.apple.com under the security questions section (scroll to the bottom to find). From this point you will be prompted to verify the birthdate change and to make it a Child ID. Approving this process became a problem because I did not have a CREDIT card on file to prove I was an adult. Very upsetting. Anyhow, all of that got taken care of, and I am now unable to do any updates, and my children are not able to download the apps and games they want from 3000 miles away when they "Ask to Buy". I'll be calling Apple (again) and will re-post if I find anything out, since not much is being done about this situation.

Apple tv is giving me a meesage that says... There is a billing problem with a previous purchase. Go to the iTunes Store on your computer and click Purchase History to resolve problem. I have gone to my purchase history but can't seem to fix this issue.

Restore from iTune Backup
1. Settings>General>Reset>Erase all content and settings
2. You will be asked twice if you want to erase iPad
3. Slide to set up
4. Select Language
5. Select Country
6. Enable Location Service
7. Choose Wi-Fi Network
8. Enter Wi-Fi password
9. (a) Setup as new (b) Restore from iCloud Backup (c) Restore from iTune Backup
10. Select "Restore from iTune Backup"
11. You will be instructed to connect to iTune (computer)
On computer
12. Two options offered
13. (a) Set up as new iPad (b) Restore from backup (a list of backup will be shown)
14. Select Restore from backup and select the backup
15. Continue
16. Restoring iPad from backup
17. The settings for iPad restored -
Error::There is a billing problem with your previous purchase please check your billing information

Is there any sort of error message on the payment details screen on your account ? If not then if you enter your card's security code does that trigger an error message ?
