BIOS Failure. Not able to restore

Hello HP support team,
My friend's comuter's BIOS seems to be dead. When I turn it on the CapsLock light blinks for 2 times and nothing happens on my screen. I tried to remove battery and power cable for some minutes, but nothing changed. I also removed the CMOS battery and replaced it's RAM, but still got the same problem.
I've searched for solutions on everywhere, and most of the times I finally get stuck on this page. The combination of WIN+B seems to have no effect, something that makes sense as I'm almost sure they've deleted the HP_TOOLS partition.
So, here is where I need your help. In the page mentioned above, it's said that "a USB key with an HP_TOOLS volume can be used as an alternative". I really have searched everywhere, but I can't find how to create this USB drive. I also have no idea where to find an extracted version of BIOS so I could restore from that. The only BIOS That I get from the driver's page is one ".exe" which I have to run it on that computer, which is impossible.
One last thing to mention is that I've downloaded the "sp61632" which gives me the "HP UEFI Support Environment Setup". When I try to install it on "USB Flash Drive" it gives me an error, but finally I've installed it locally on my computer, and then transfered its files on a USB Drive.
I renamed that drive to "HP_TOOLS", and the only folders in there are "Hewlett-Packard" > "SystemDiags", and in there can be found 8 items:
CryptRSA.efi
CryptRSA32.efi
SystemDiags.efi
SystemDiags32.efi
SystemDiags.s09
SystemDiags.sig
SystemDiags32.s09
SystemDiags32.sig
Just mentioning it, cause the total size is 2.5MB, and I can't see if thishas to do anything with the BIOS restore.
So, to sum up, I need:
BIOS recovery files
a way to create USB drive with HP_TOOLS
any other idea or suggestion would be very welcome
Tried, but didn't work:
restart
remove HDD
remove CMOS battery
replace RAMs
WIN+B combination
WIN+B combination, with the flash drive mentioned above connected
The computer is: HP Pavilion DV6-2117ev (drivers page is here)

Operating system: Probably Windows 7 (I don't think this has any importance right now)

Download the latest version of the HP PC UEFI Diagnostics V.5.6.1 from the following page to your PC. It is SP69045.exe

You will be installing it to a usb flashdrive of at least 4 GB. Prepare a USB flashdrive by plugging it into a port and formatting it within Windows. When you see the following window, select USB flash drive. When you are informed that the HP_Tools directory is not present on the USB and asked for permission to create it, click on OK. I created a usb HP_Tools flashdrive on my self-built PC with an ASUS Crosshair V Formula-Z motherboard so I know this works. Once you have this done you can copy the BIOS files to the root of your newly created HP_Tools usb flashdrive. Now you can plug it into a usb port on your friend's notebook and boot to the PC Diagnostics. You can use the firmware management option to update the BIOS of his notebook.

I have a problem with my computer where the Toshiba Service had replaced my motherboard. (a display adapter fault).
I have the computer now but the BIOS is very old, is Version 1.90. I downloaded the latest version from Toshiba's site which is 3.90.
When I try to update I get the message " Error. BIOS Upgrade is Failure. BIOS is not able upgraded on this configuration".
I have Windows 7 and run everything in Administrator mode.
I boot from WinPE CD but still not able to do any BIOS upgrade.
The old BIOS does not support USB boot and has some other issues that make the upgrade an important factor.
One assumption I made is that the BIOS has to be upgraded in small steps, i.e. from version 1.60 to 1.70 etc. until I reach 3.90.
Any help would be appreciated.

I need the upgrade since some features do not exist. Like, USB boot, screen brightness is allways full and cannot change with this BIOS.
It could change with 3.90 on my previous motherboard.
I used the extracted files as you mentioned with Administrative rights. I downloaded the Upgrade files from Toshiba and are supposed to be OK with Windows7
If i have to format the disks and install the preinstall operating system in order to make a BIOS Upgrade, I prefer to buy a new computer :)
I had tried many other alternatives like, boot from various CDs with BartPE (XP), Live CD (Vista) but had no success.

I've got a long-standing problem since last year. Let's see if you can solve this!
I'll get straight to the point :
I am unable to perform recovery on my system. This is the error message :
It's a USB recovery media created with the HP recovery media utility on the same laptop. Tested to work correctly before I sent it for RMA on my SSD. It initially was running on a micron SSD. When I got it back, it was a samsung SSD instead, according to some benchmark results.

But they were stumped.

I had this exact same issue on a Spectre XT Pro Ultrabook.
The original SSD failed and I was sent a replacement, was fortunate enough to be able to create a Recovery USB stick using the wizard in Windows. When booting from USB I received the message "You are not able to restore this system with the media".
SOLUTION: You must NOT use the Recovery USB stick in any USB3.0 port (labelled SS). Using another USB port prevented this exact error message from appearing and I was able to complete the system restore process.

Try and force iPad into Recovery Mode:
1. Turn off iPad. Press and hold the Sleep/Wake button for a few seconds until the red slider appears, slide to turn off.
2. Connect USB cable to computer; leave the other end alone
3. Press and hold the Home button down and connect the docking end of cable to iPad
4. Continue holding the Home button until you see the "Connect To iTune" screen
5. Release the Home button
6. Open iTune (make sure you have the newest version of iTune)
7. You should see "iTunes has detected an iPad in recovery mode"
8. Use iTune to restore iPad
Note: You need to be patient and repeat the above many times to recover your iPad

If the backup you're trying to restore from is encrypted, you will not be able to use that backup if you can't remember the encrypted backup passcode.
If on a Mac, & you elected to save the passcode to your Keychain, you can recover the passcode from your Keychain. Otherwise, your backup data is unrecoverable.
While you can continue to sync/backup, if you can't remember it & want to remove it, you'll have to delete your existing backups, & restore your phone as a new device.
You delete your existing backups here: iTunes>Preferences>Devices.

There are two ways that a backup can become encrypted:
You chose to encrypt it, then forgot the password.
If you have company-provided MS Exchange access your IT department has the option of requiring your backup to be encrypted. The first time you backed up or synced after installing MS Exchange you were prompted for a password. That is the password you need.
If you don't have the password any longer there is no way to restore the backup.

For error 1015, that deals with a few different factors like having a beta version of iOS, downgrading, and potentially jailbreaking your iPhone. I would recommend trying the restore on another computer or just a different user to download a fresh copy of iOS for your iPhone.

I do not understand you question/problem.
What does "not able to restore from backup because his iPod is all" means.
Also, there is no viewable photo in your post.

you could try restoring from the backup again. It's possible that your restore got interrupted, so it would be a good idea to attempt another restore. if that doesn't fix it, like if you restore and see that all of your settings were the same as they were on the old device, but the pictures still aren't there, it's possible the photos were never stored in the backup in the first place

In any case the half of the update... so iTunes said, that i have to restore my ipad. i tried to restore the ipad. everything works fine, till the ipad was in the half of the recreate, becuase then iTunes said, the it was not able to restore the ipas. it shows my a few solutions but the are not working... I tried it again but the same happends again. Now i have a ipad, that is not usable.

Restoring your iPod to factory settings is the best way to try and get it back to working order. You can use the instructions below to restore it:
How to restore iPod
Verify that you have an active Internet connection, because you may need to download new versions of the iTunes and iPod Software.
Download and install the latest version of iTunes if necessary.
Open iTunes. Connect your iPod to your computer using the USB or FireWire cable that came with your iPod.
After a few moments, your iPod will appear in the Source panel in iTunes.
Select your iPod in the Source panel. You will see information about your iPod appear in the Summary tab of the main iTunes window.
Click Restore.
If you are using a Mac, you will be asked to enter an administrator’s name and password.
A progress bar will appear on the computer screen, indicating that stage one of the restore process has begun. When this stage is done, iTunes will present one of two messages with instructions specific to the iPod model you are restoring.
Disconnect iPod and connect it to iPod Power Adapter (typically applies to older iPod models).
Leave iPod connected to computer to complete restore (typically applies newer iPod models).
