Black update for lumia 822

Question

I want to know if its true that the lumia black update wont be coming to the 822. I read that verizon wont allow the update to pass and told you guys (nokia) to leave it as "awaiting for approval" to evade backlash from customers.
also i have this phone unlocked and using it with another carrier (claro) here in my country (dominican republic) i have no problem with this phone except for the "internet sharing" settings when i turn it off the phone stop working i can use my carrier internet data just fine but cant share it is there anyway to fix that?
i want to know if all the updates for this phone have to pass through verizon approval even though im no using them as carriers and im not even in the US?

You have a Verizon handset regardless of where and on which network you are using it. Any updates must be requested and approved by Verizon before release to customers. The other consequence of owning a Verizon handset is that it is specifically designed and programmed to work on Verizon or to be more accurate, with a Verizon SIM card. Internet sharing not working properly is just one of possible issues that arise when using this Verizon handset with a non-Verizon SIM and on a different network. The fact that this Verizon handset is made by Nokia is virtually irrelevant - similar to whether a Nexus handset is made by Samsung or LG - it's ultimately a Nexus phone.
