The only way to locate/disable/erase any lost/stolen iPhone/iPod Touch is through Find My Phone or a similar app. However, this requires that Find My Phone be setup/activated, on your phone, before it was lost/stolen. Called Apple support with proof of ownership and asked them to put this iPhone on the blacklist in order to avoid activation on iTunes.
Thieves and people trying to buy cheap iPhone's will end up having just a heavy iPod touch. That will learn the fat bastards.

Find my iPhone is a setting/feature of iCloud, so if you had an iCloud account set up on the lost phone, and if you had enabled the find my iPhone setting, then you may be able to track it from your iCloud account in a web browser.
If it has been powered off, the battery has run down, it has lost all network connections, or has been restored as new by someone, it will not be trackable.
Otherwise, there is no way to track it and no way to block it (IMEI blocking has to be done by the carrier, and most do not offer the service - you can ask yours if they do, although that will not block it from use on other networks in other countries).

The phone is unlocked by the carrier so it means its in a brand new unlocked phone condition. If http://icloud.com can't find it (did you have Find My iPhone enabled on it ?) then you won't be able to try and locate and/or remotely wipe it - that site will only potentially be able to locate it if the phone is connected to a network and it hasn't already been wiped and/or Find My iPhone disabled on it.
If you think that it was stolen then you should report it to the police. You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc. and contact your carrier

You are assuming that no one ever sells an iPhone. The registration with your serial number has nothing to do with purchases or use. Which also applies to your block.
There is now a carrier database of IMEI's in the US so whoever ends up with it will probably not be able to use it as a phone in the US. And if they restore it the phone will not activate and will become unusable.

Otherwise you cannot.
Report it to the police and change your passwords.

You cannot tell that and all they need to do is restore it to factory settings and it is a new iPhone...however, some carriers can/will block a stolen iPhone based on the iMEI if it has been reported. In that case it would have to be jailbroken to be used on another carrier.

None in the US currently do altho' it is being discussed; some
in Europe do. I do not know about the rest of the world. Be prepared
to document ownership if your Carrier provides blacklisting.
Remember that even if your Carrier will block your iPhone, that
will only apply in your area - if the iPhone is used in a different
part of the world, the blockage probably will not apply.

I don't understand why Austin Police are not doing to detain theft when I showed an location with valid address according Find my iPhone on icloud.com. They said that it might be wrong location but few blocks were correct location. I stopped at Apple Retail Store to get another unlocked iphone. I explained an employee whether they would add both IMEI and serial number into blacklist to make useless for anyone. They said they have nothing to doing.

What blacklist? There is no universal blacklist in the US. They're working on it, but it does not exist as of this writing.
Apple can't do anything about it. They are not a law enforcement agency.
