Does anybody know how to reset or enable jave plug in after I have down loaded the updated version?

No idea, but you might want to see if you can use Firefox for this instead. If you're up for it, and it might be risky, since your banking site might be vulnerable to hacking (and using Firefox won't change that), you can also try editing the XProtect meta.plist. You're on your own with this one.

    I checked and rechecked whatever I could think of to check.  I have the security updates for my system and that got me to adobe and java.  I redid adobe flash and before downloading rechecked specs to be sure I'd been correct earlier and crossed my fingers and downloaded/installed it again.  So far, the multiple "blocked plug in" signs have retreated.  I thank you very much both for the help and especially the support--I'm not so hot at trying the unknown (for me) on a computer even now!  Am saving this for future use should I need it again.

    Blocked plug-ins.  I've downloaded the latest Adobe Flash player after "Delete all" in the System Preferences\Adobe Flash Player Advanced tab, moved the flash player plug-ins from disabled internet plug-ins to internet plug-ins in the Library folder, allowed all plug-ins in Safari Preferences and in the System preferences.  Is there anything I've missed because non of these solutions that I found in the Support Community have solved the issue.

    Just download the new version from adobe.com and install it.

    Can you check to see if you have "enable plug-ins" checked in Safari's preferences dialog, under the security tab? If not, enable it and check.
    It seems to be a browser specific issue. Try a different browser like chrome or firefox, check if it works there.

    Yesterday I received a demand via Safari to download latest version of Adobe flash player.
    I did so and immediately found my system virtually unusable, with blocked plug ins at every turn. Neither has the flash player actually installed, despite constant attempts.  I have removed previous versions, etc, restarted the Mac etc, taken every bit of advice going.
    24 hours later and having wasted nearly a whole day,  I am still left with a Mac with applications I cannot now access which were running to perfection before trying to download Adobe flash player.   Hugely frustrating and annoying.

    I had a different issue in that the install hung at 95% but I used a manual install and that fixed the problem. See if this works for you as it appears that the installer is buggy.
    Use the "Manual Install" mode. Control-click on Install Adobe Flash Player.app
    "In the Contents/Resources folder, you’ll find a file named Adobe Flash Player.pkg. Double click it"
    That worked.
    Just to mention, you do not need to restart the system after installation
