Bought a refurbished Macbook without operating system.  Trying to get an OS installed but all I get is a white screen??  HELP!

I purchased a refurbished Macbook pro without operating system.
This is my first Mac, but have heard they are very simple and much more intuitive than Windows,
I've had the machine for three weeks now, and it's been nothing more than a paperweight!! 
  A friend said he had his old install disks, which happened to be exactly what google said I needed to start out as: version 10.5
When I boot holding the OPTION button down, I get two options. Windows (with an up arrow below it) and Mac OS x Install Disk 1 (with an up arrow below it).
I can move the mouse, and move the cursor with my arrow keys, to select either Windows or Mac OS install. The problem is - if I select the Mac OS install,
the disk starts up (I can hear it), but it never does anything. I can no longer move the mouse / cursor after selecting it.  It will stay for hours like this with no progress.
On the disk itself, it says MAC OS version 10.5. This software is part of a hardware bundle purchase - not be sold separately.
It also says: to start up from Mac OS x, hold down the C key as the computer starts up. When I do that, all I get is a gray screen.
I've also tried the shift key when starting up (supposed to be safe mode?) but same thing - gray screen.
The only way to even eject the disk (scared the heck out of me) is to start up holding the OPTION button.
If I select WINDOWS after using the OPTION button, I get an IBM message:

I assume this is what they used to wipe the hard drive before sending...
Obviously I am Apple-illiterate, but I've spent days going through chat rooms, etc. and came up with nothing.
At this point, I suspect either:
1) The machine is junk and needs to be returned OR
2) The disks are bad and/or can't be used for a clean install
I don't want to waste money buying a brand new OS, only to find out that the machine is bad.
Any thoughts??

That model originally shipped with a special Intel version of Tiger. You should be able to install any retail version of Leopard or later. I would recommend you start with Snow Leopard. Snow Leopard requires a minimum of 1 GB of RAM. If you have 2 GBs of RAM then you could install Lion or Mountain Lion.

After you install Snow Leopard you will have to download and install the Mac OS X 10.6.8 Update Combo v1.1 to update Snow Leopard to 10.6.8 and give you access to the App Store.
When you receive the DVD:
Drive Preparation
1. Boot from your OS X Installer Disc. After the installer loads select your language and click on the Continue button.  When the menu bar appears select Disk Utility from the Utilities menu.
2. After DU loads select your hard drive (this is the entry with the mfgr.'s ID and size) from the left side list. Note the SMART status of the drive in DU's status area.  If it does not say "Verified" then the drive is failing or has failed and will need replacing.  SMART info will not be reported  on external drives. Otherwise, click on the Partition tab in the DU main window.
3. Under the Volume Scheme heading set the number of partitions from the drop down menu to one. Click on the Options button, set the partition scheme to GUID then click on the OK button. Set the format type to Mac OS Extended (Journaled.) Click on the Partition button and wait until the process has completed.
4. Select the volume you just created (this is the sub-entry under the drive entry) from the left side list. Click on the Erase tab in the DU main window.
5. Set the format type to Mac OS Extended (Journaled.) Click on the Security button, check the button for Zero Data and click on OK to return to the Erase window.
6. Click on the Erase button. The format process can take up to several hours depending upon the drive size.
7. When completed quit DU and return to the installer. Complete the Snow Leopard installation.

    Technical issues aside, there's still a legal issue.
    Neither 2006 nor 2007 MacBooks shipped with Snow Leopard 'factory' installed. OS X 10.6 Snow Leopard became available in September 2009. So you purchased and installed a Snow Leopard upgrade disc on the 2007 system at some point.
    If your Snow Leopard upgrade was a single-user copy, then legally, you need to purchase another one for the second computer. If your Snow Leopard upgrade was a Family Pack 5-user license, then you're good to go.

    Here you go:
    Connect the two using a Firewire cable. Boot the newer machine in Target Disk Mode. Boot the older one normally. The disk for the newer machine will appear on the older machines's Desktop.
    Drive Partition and Format
    1. Open Disk Utility in your Utilities folder.
    2. After DU loads select newer machine's hard drive (this is the entry with the mfgr.'s ID and size) from the left side list. Click on the Partition tab in the DU main window.

    Clone using Restore Option of Disk Utility
      1. Select the destination volume from the left side list.
      2. Click on the Restore tab in the DU main window.
      3. Select the destination volume from the left side list and drag
           it to the Destination entry field.
      4. Select the source volume from the left side list and drag it to
          the Source entry field.
      5. Double-check you got it right, then click on the Restore button.
    Destination means the newer machine's drive. Source means the internal startup drive.

    You need to find the format of the drive by looking at its info, my guess would be you are currently in NTFS (windows only) mac can use any mac os journaled or non journaled, or you can use fat32 which is usable on both pc and mac but is unable to move files over 4GB so no good for large file transfers. You will need to re format at some point but this will delete everything currently on the drive.

    150:30 means the licensing failed. Photoshop can't be moved like other programs from another drive or from backup.
    I would suggest a reinstall to fix it. Anytime you move Photoshop from from drive to another, it breaks licensing. A install is the quickest way. to fix it.
    When you are done with the install, apply all CS4 updates.  Product updates

    The latest version of iPhoto which can operation with OS X 10.4.11 is iPhoto 7 which is part of iLife 08.  You might be able to find a copy of iLIfe 08 on Amazon.com or Ebay.com.

    Right now I have 6 different systems installed. Windows XP, 7, and 8 plus Linux Mint, Commodore, and OS X Snow Leopard (for old times sake), all running on Mountain Lion.
    I recommend reading the user manual as it greatly helps getting through the steps, however an intuitive person should pick it up fairly easily.

    However, the shipping estimates are only that; estimates. It is just as possible that it will not ship today, possibly not even tomorrow. All you can infer is that once shipped, it is more likely than not to reach you the day after.

    The first thing you should do after acquiring a used computer is to erase the internal drive and install a clean copy of OS X. How you do that depends on the model. Look it up on this page to see what version was originally installed.
    If the machine shipped with OS X 10.4 or 10.5, you need a boxed and shrink-wrapped retail Snow Leopard installation disc, which you can get from the Apple Store or a reputable reseller — not from eBay or anything of the kind.
    If the machine shipped with OS X 10.6, you need the gray installation discs that came with it. If you don't have the discs, order replacements from Apple. A retail disc, or the gray discs from another model, will not work.
    To boot from an optical disc, insert it, then reboot and hold down the C key at the startup chime. Release the key when you see the gray Apple logo on the screen.
    If the machine shipped with OS X 10.7 or later, it should boot into Internet Recovery mode when you hold down the key combination option-command-R at the startup chime. Release the keys when you see a spinning globe.
    Once booted from the disc or in Internet Recovery, launch Disk Utility and select the icon of the internal drive — not any of the volume icons nested beneath it. In the Partition tab, select the default options: a GUID partition table with one data volume in Mac OS Extended (Journaled) format. This operation will permanently remove all existing data on the drive, which is what you should do.
    After partitioning, quit Disk Utility and run the OS X Installer. When the installation is done, the system will automatically reboot into the Setup Assistant, which will prompt you to transfer the data from another Mac, its backups, or from a Windows computer. If you have any data to transfer, this is usually the best time to do it.
    You should then run Software Update and install all available system updates from Apple. If you want to upgrade to a major version of OS X newer than 10.6, buy it from the Mac App Store. Note that you can't keep an upgraded version that was installed by the previous owner. He or she can't legally transfer it to you, and without the Apple ID you won't be able to update it in Software Update or reinstall, if that becomes necessary. The same goes for any App Store products that the previous owner installed — you have to repurchase them.

    First, tell Apple about your problems... with details... and hope for an update that fixes your slowness
