Bought a used 4S from a business, employee has it locked???

I bought a used 4s from a home health agency that has since switched the employees to tablets. The employee they have issued this phone to had activated the "Find My Phone" feature on this phone and has since forgotten the password for her Icloud acct. (Was not a disgruntled employee, she is out for medical reasons and was trying to help resolve this also.)
The office manager is trying to work with ATT to provide info to Apple to prove they are the original purchasers of the phone to get it unlocked for me. I have called Apple and have just been told to forward the purchase info when I receive it.
Is there any advice on what the office manager or myself can do to move this process along? It has been over a week and I would really like to straighten this all out. Thanks!

As far as I know Apple will not work with you personally if that problem arises again even if you do have proof of purchase, cause you were not original purchaser. Office manager however is representative of the company - original purchaser. Once he obtains original receipt, he can make a scan or copy of that receipt and call Apple. They will ask him to upload that receipt using either company or his own apple id. Once proof of purchase is uploaded it usually takes them couple days to respond to his email with decision. If they unlock it - you may have to factory restore the ipad itself. Once it is done if you do not want to deal with that anymore, make sure you always remember your apple id and password. My information may be outdated, cause Apple updates their policies periodically.

    Put your install DVD into the optical drive (CD/DVD drive) and reboot. Be sure to either use the disc that came with your Mac, or, if you installed a later Mac OS X version from disc, use the newer disc. As soon as you hear the boot chime, hold down the "c" key on your keyboard (or the Option Key until the Install Disk shows up) until the apple shows up. That will force your MacBook to boot from the install DVD in the optical drive.
    When it does start up, you'll see a panel asking you to choose your language. Choose your language and press the Return key on your keyboard once. It will then present you with an Installation window. Completely ignore this window and click on Utilities in the top menu and scroll down to Reset Password. After resetting the password use Startup Disk from the same menu to choose your hard drive for startup and restart.

    Unlikely as you do not meet there requirements for unlocking.
    Have your friend the provided the phone contact them.  Based on your statements I am concluding he was or still is an AT&T customer, that is one of the requirements of getting the device unlocked.

    Sounds like the Activation Lock is still set to the previous owner. If you are unable to get that Apple ID and password that iPhone is totally useless to you.
    Take it back to the shop and demand your money back because they sold it to under false pretenses.

    Here are the instructions, as I have them:
    Press the Command + s key during startup. This takes you to Single User Mode, where you will see a command line.
    Type this when the command-line prompt (>) appears:
    mount -uw /
    rm /var/db/.AppleSetupDone
    shutdown -h now
    When the iBook restarts, you will see the setup screen. This allows you to create a new account. BE SURE to give yourself administrative privileges. You can now use this new account and set it to log in automatically with this new account if you don't want to be bothered with the login screen every time you start up.
    You can also delete the old account if you want to free up some hard drive space.

    However, it is desirable to do it with the disc, if it is available, which is why I waited to see if the user has the disc before supplying the instructions for doing it via Single User Mode.

    Depends on many things.
    If your system is Lion, XP can only be installed under VM.  BootCamp in Lion only accepts Windows 7.
    As to "one use only", if you are referring to OEM ...
    A reinstall can trigger the OS to "not register" because "a major component serial number or MAC (the network MAC chip) address" has changed, according to MS databases.
    But you can call MS to get the key reactivated, usually/sometimes.  It is worth a try, at least, before spending money on another Windows 7 package.  But this discussion should end *now* at "maybe" as it treads close to matters that forum Terms-of-Use would prefer we not discuss.

    You would change it in settings.
    You chould read the manual.
    I would reccommend restoring as new.

    I have a couple of 4S iPhones bought at the Apple store in Jan. 2012. We used Sprint until we moved to Ecuador. I want to use them here using a local network, but Sprint has them locked and refuses to help me. What can I do? I bought out the contract with them, so I don't understand.

    The Sprint phone is primarily a CDMA phone and can not be completely unlocked. Sprint can unlock the SIM slot for use while travelling internationally, but my understanding is they will only do so for current customers in good standing.
    If you bought out the contract, contact them and ask about having the SIM slot unlocked. The worst thing they can say is 'no'.

    If the iPad has Activation Lock - that is, it's asking for the previous owner's Apple ID and password to activate the device - then you will need that information, or you'll need to get the previous owner to remove the device from his/her iCloud account:

    I think you're slightly misunderstanding something, so maybe I'll try to chime in, even though everyone has said it in various ways.
    Before OSX 10.7 (aka Lion) came out, the upgrades to OSX belonged to the Mac and not the user. Probably there was a technical legality in the user agreement that you couldn't do that, but everyone did. I could sell a Mac with Snow Leopard (or anything before that) by just erasing the hard drive, and reinstalling OSX. Then ship it to the buyer. Now, I was pretty honest as a seller, and including not only the original installation discs but also any upgrade. I would only sell a Mac if I was replacing it, so I always was getting the brand new version.
    With OSX 10.7, upgrading was done online, with no disks. So the upgrades were tied to an Apple ID rather than the machine. Recently, I sold a MacBook Pro (to upgrade to a 27" iMac), which came with Lion. I had promised the buyer that it would come with Mountain Lion, but I didn't know that the upgrade was tied to my Apple ID. I made good with the buyer by sending along a $20 Apple App Store card so that she could upgrade to Lion.
    So what everyone is saying here is that you need the original Installation discs or Snow Leopard disk to reinstall and wipe out the Mountain Lion that is on your Mac. It doesn't belong to you, it belongs to the seller, and without his Apple ID and password, you cannot use it. Once you do a reinstall of Snow Leopard, then you can upgrade to Lion and then to Mountain Lion. I do not believe you can upgrade directly to Mountain Lion from Snow Leopard, but I'm not sure.
    If the seller claimed that you were getting Mountain Lion, then he was lying to you (or being more civil, maybe he just didn't know like I did). If you bought the used machine from Amazon Sellers or from eBay, then you have recourse through the feedback system or through PayPal. If you bought it any other way, you're on your own.
