Particularly:
iOS 5 or later
Go to Settings > iCloud > Storage & Backup.
Tap Change Storage Plan.
Tap Downgrade Options and enter your Apple ID password.
Choose a different plan to use when your current storage plan expires.
Tap Done.

iCloud storage has nothing to do with the memory available on your iPhone.

Can't backup to iCloud because it's full, bought more iCloud storage but it isn't showing up.

If you just bought a new phone, don't you want to restore from backup to add data from your old phone to the new phone?
Purchasing more storage is not always the answer. Understand how iCloud backup works and how to manage what you store.
Open settings
iCloud
Storage and backup
Manage storage
Select the device you are using
Show all apps
Now you can see what is backed up, and what is using the most storage in iCloud. Photo and video are usually on top.
ICloud does not backup the Apps, just the data in the App, if backed up to iCloud. Turn off any app you don't need to have backed up.
Consider removing photo and video to Dropbox or Box for IOS, these are free, online storage apps which can be used on any device to move and store your pictures, video and documents. -

Purchasing addition storage space in iCloud doesn't create any additional storage on your iPhone. -

You cannot extend the storage space on iPhone using iCloud, you need to delete some stuff from iPhone if you want more storage.

I think you are confused. Syncing apps and music to your phone will not get store in the cloud by adding more cloud storage. If you don't have enough space to sync the music and apps, buying cloud storage won't help. If you have a 16GB phone, the phone still only has 16GB for apps and music even if you buy 10 mor GB of cloud storage.

Usually Apple sends an invoice to your mail 1-2 days after your purchase.
You may even search the invoice yourself, but I'm not sure if you will find it before 1-2 days.

Confirm that you have no big icloud backups from your iOS devices
@icloud.com email is a big scorer too.
if you have many, many emails on icloud.com.
you probably should delete some of them or forward to a different email address you have. and afterwards delete those mails to have storage released
iCloud Storage depends mainly from iCloud Backup of iOS Backups, Mail Storage, Documents in the iCloud
contacts, calendars and notes are mostly not that big for storage as you might think.
music, apps and purchased items from itunes / appstore are not involved for calculation of icloud storage and they are not included in iCloud Backups of your iOS Devices. -
My iPad is stuck on message "not enough storage", and does not respond to touchscreen Close or Settings. I've bought more iCloud space and tried to get to Settings again to see if I can resume a backup, but no luck. I'm still in the same boat. Cannot even power off the iPad!! Can anyone out there help? I deleted the Backup off the icloud via my PC and hoped this would start off a new one!
iCloud storage will not help you with your problem. You need to remove data from the iPad to make more room on your iPad available.

Available Space on your Device is different to iCloud Space.
More than likely you need to make more Space available on your Device.
You will need to Delete some things from it to enable the Download. -

The iCloud backup includes iTunes purchases only.
