Brush tool choosing its own opacity...

Question

I'm not new to elements, and this has happened to me before, but it still stumps me, and I don't know how I corrected it.  Suddenly my brush tool is acting as though I have it set at about 75% opacity, and I can find no adjustments to make to correct this. If I make enough passes over an area, I can color it in, but WHY is it doing this, and how do I fix it?

You might have used the shortcut to set brush flow.
With the brush tool selected, press shift key + keyboard 0 (zero) to set brush flow setting to 100%. (Note: I specified the keyboard 0 not the numeric keypad 0).
Elements doesn't display the brush flow setting in the options bar but the brush flow setting can be called up using the Photoshop shortcut. The flow setting is sticky and sticks between brushes and even between sessions.

If this does not correct the issue, reset the brush tool.
If a reset of the brush tool doesn't correct the issue, reset the Photoshop Elements preference file.
