BT vision has stopped working over last few months

Question

hia all,
i've enjoyed bt vision since july 09. it's worked flawlessly until 6 months ago. when i began to get Vo4 errors. Since then i've had 4 engineer visits (great guys who have done a thorough job). BT vision usually works for a month or so after their visit.
The last engineer said (off the record): "your line is fine. BT turn your speed down after its been working for a while - we get this problem all the time"
so what do i do now? 
my family feel very frustrated and ripped off by this

i bought the black vision box to see if this would help - no
i bought a Billion 7800 router ( 2 replacement bt hubs kept resetting themselves) to see if this would help - no
BT vision usually works in the morning (no good to us) but not evening
latest speedtest results below.
any advice appreciated

Your IP profile is a bit low.
It is possible that you need a lift and shift at the exchange if the service has deteriorated in this way it sounds like it if you say the HHs were constantly resetting.
Caveat I take it the comtrend adapters are plugged directly into a main socket and not in to an extension?
